Best Free Applicant Tracking Systems

Seven tools that let you run a real hiring pipeline for free, checked against the usage caps and job limits each vendor prints on its own pricing page today.

Independently researched. No pay-for-placement. 7 tools compared
TL;DR

Zoho Recruit's Free plan is the best free applicant tracking system for most small teams in 2026: $0 forever, one active job per recruiter license, verified on Zoho's pricing page 25 September 2026. Breezy HR's Bootstrap plan matches it for free, with unlimited users but the same one-job cap. Need no cap at all? OpenCATS and Frappe HR stay free forever because you host them yourself.

"Free" gets attached to almost every applicant tracking system's homepage, and most of it means a 14 or 15-day trial with a card-optional signup. Only a handful of ATS vendors publish a plan that never expires and never asks for a card.

This guide ranks the ones that do, plus two open-source tools you run on your own server at no cost at all.

Hrpresso data: Toolradar, the software directory we run, tracks 31 ATS tools for its live ranking (toolradar.com/best/ats, updated September 2026); of its top 10 ranked tools, only Breezy HR and Indeed publish a free plan.

Zoho Recruit's free-forever plan is confirmed separately below, straight from Zoho's own pricing page.

The other five picks below are open-source software you self-host, a free app inside a modular ERP, a free tier built for recruiting agencies, and a general work board, none of them tracked in Toolradar's dedicated-ATS count at all.

What it is

An applicant tracking system is software that tracks candidates through a hiring pipeline: job post, application, screening stage, interview, offer.

A genuinely free ATS keeps that pipeline running with no expiry date, usually by capping something instead of charging: one open role at a time, a candidate count, a user seat, or the requirement that you host the software yourself. A free trial does the opposite: full features for a fixed number of days, then a paywall.

Why it matters

A trial masquerading as "free" is the most common trap in this category. Manatal and Workable both market a free tier on their homepages; each is a time-boxed trial, 14 days for Manatal and 15 for Workable, that converts to a card charge, confirmed on each vendor's own pricing page 25 September 2026.

Recruit CRM's free trial works the same way, without a published day count.

Build a hiring process on one of those and you are rebuilding it, or paying, inside a month.

The tools that actually stay free either cap one thing hard, Zoho Recruit to one job per license, Breezy HR the same, Recruitly to five jobs and five users, or move the cost from the vendor to you: OpenCATS and Frappe HR are open source software you install on a server you pay for.

Knowing which cap you are accepting, before you load a year of candidate data into it, is the whole point of this page.

Once a free plan's cap stops fitting how you hire, our paid ATS guide covers the structured, quote-only tier above every tool here.

How we compared: our methodology was to read each vendor's own pricing page directly, not a review aggregator, on 25 September 2026, and drop any tool whose "free" turned out to be a trial with an end date.

Seven passed that test; the rest, Manatal, Workable, Recruitee, JazzHR, Teamtailor, Recruit CRM and TalentLyft among them, did not and are named only as the mistake to avoid, not ranked here.

Key features to look for

Forever free vs. time-boxed trial
A real free plan has no end date. A trial has a countdown and usually needs a card on file before it converts.
What the free tier caps
Active jobs, users, or candidates. Zoho Recruit and Breezy HR cap jobs; Recruitly caps jobs, users and candidates together.
Self-hosted vs. vendor-hosted
OpenCATS, Frappe HR and Odoo run on a server you pay for and maintain. The tradeoff is no seat cap, but no vendor support line either.
Upgrade path
What the first paid tier unlocks, unlimited jobs, sourcing, reporting, tells you how long the free plan will actually hold a growing team.
Built for hiring vs. general-purpose
A dedicated ATS ships a careers page and job-board distribution out of the box. A general work board like ClickUp does not; you build the pipeline yourself.

Pricing

Seven vendors, three ways to be free. Zoho Recruit and Breezy HR publish a genuinely free tier that caps one thing (jobs, on both) rather than charging, checked on each pricing page 25 September 2026. Recruitly is the widest of the three, five jobs and five users, aimed at agencies rather than a single in-house team.

OpenCATS and Frappe HR are open source: no vendor price at all, because you install and host the software yourself; Frappe's own managed hosting, Frappe Cloud, starts cheap if you would rather not run a server, see the pricing table for the exact figure.

Odoo's One App Free plan gives the Recruitment app alone to unlimited users at no cost, but adding any second Odoo app moves the account to the Standard plan at $31.10/user/mo billed annually ($38.90/mo monthly), verified in USD on Odoo's own pricing page 25 September 2026.

ClickUp is the outlier: a free general work board, not an ATS, that costs nothing to repurpose into a hiring pipeline but ships none of the recruiting-specific tooling the other six do. Every paid escalation path here starts well under $200/mo except Breezy HR's Startup tier, the first paid step on this list that clears three figures, see the pricing table.

Who it's for

Zoho Recruit or Breezy HR if you hire for one role at a time and want a structured pipeline with a clear paid upgrade waiting once you need a second open job.

Recruitly if you are a solo recruiter or small agency working several client roles at once, its five-job, five-user free cap fits that pattern better than a single-job vendor plan.

Pick OpenCATS or Frappe HR if you have someone technical who can run a server, and you want zero caps forever instead of a job limit.

Odoo if you are already evaluating Odoo's other free apps and want recruitment in the same account. ClickUp only if hiring is occasional enough that a general board beats learning a dedicated ATS, once you are running a careers page and job-board postings, move to one of the first three.

Once a hire is made, pair any of these with a background check step, see our background check guide, and an interview scheduling tool if the free ATS you picked does not handle that natively.

Mistakes to avoid
×Signing up for a "free" ATS that is actually a trial, or worse, no free access at all. Manatal, Workable, Recruitee, Recruit CRM and TalentLyft all market free access on their homepages; every one converts to a paid card charge inside 7 to 30 days, confirmed on each vendor's own pricing page 25 September 2026. JazzHR and Teamtailor don't even offer that much now: JazzHR sells paid annual plans only, from $1,000/yr, and Teamtailor is quote-only with no published trial or price.
×Loading a year of candidates into a one-job-cap free plan, then discovering the second open role needs a paid upgrade or a second account. Check the cap (jobs, users or candidates) against how you actually hire before you commit data to it.
×Choosing a self-hosted free tool (OpenCATS, Frappe HR) without budgeting the server, backup and security time that replaces the license fee. Free software is not free infrastructure, and it still needs a real compliance layer once you are handling candidate data at scale.
Expert tips
→Match the cap to your hiring cadence, not your headcount. A company that fills one role every few months fits Zoho Recruit's or Breezy HR's one-job cap fine; a team running three searches at once needs Recruitly's five-job free plan instead. Growing past a handful of hires a year, see our HRIS guide for where the ATS hands off to core HR.
→If you are self-hosting OpenCATS or Frappe HR, price a basic VPS into your actual budget before calling it free. Frappe's own managed Sites plan is cheap if that math does not appeal, see the pricing table for the exact rate.
→Re-check the vendor's pricing page before you outgrow the free tier. Breezy HR's jump from Bootstrap to Startup is the steepest first paid step on this list, worth knowing before you are mid-hire and forced to upgrade.

The bottom line

For most small teams, Zoho Recruit's Free plan is the safest default: a real free-forever tier, a structured pipeline, and a published paid Standard tier waiting when one open job stops being enough. Breezy HR is the equal pick if unlimited users matters more to you than the one-job cap.

Recruitly is the better free plan specifically for agencies or recruiters juggling several roles at once.

Go self-hosted with OpenCATS or Frappe HR only if you have someone who can run and secure a server, in exchange you get no caps, ever.

Odoo fits if you are already in Odoo's ecosystem, and ClickUp is a fine stopgap for hiring that happens rarely enough that a dedicated ATS is not worth learning yet. Hiring across borders instead of one country?

Our employer of record guide and payroll software guide cover what happens after the offer.

Frequently asked questions

What is the best free applicant tracking system in 2026?
Zoho Recruit's Free plan is the best all-around pick: free forever, one active job per recruiter license, verified on Zoho's pricing page 25 September 2026. Breezy HR's Bootstrap plan ties it with unlimited users but the same one-job cap, and Recruitly's free plan fits agencies juggling five roles at once better than either.
Are Manatal, Workable or Recruitee actually free?
No. All three, along with Recruit CRM and TalentLyft, market free access but only offer a time-boxed trial (7 to 30 days depending on the vendor) that converts to a paid plan, confirmed on each vendor's own pricing page 25 September 2026. JazzHR and Teamtailor don't even offer a trial today: JazzHR sells paid annual plans only, and Teamtailor is quote-only with no published price. None of them appear on this list because of that.
Is there a completely free ATS with no user or job limit?
Yes, but you host it yourself. OpenCATS and Frappe HR are open-source software with no vendor pricing tier at all, so there is no job, user or candidate cap, only the cost and effort of running your own server. Frappe's managed Frappe Cloud hosting is inexpensive if you would rather not self-host, see the pricing table.
Can I use a free tool like ClickUp as an ATS?
For occasional hiring, yes. ClickUp's Free Forever plan has unlimited members and no job or candidate cap, but it ships no career site, no job-board distribution and no resume parsing, you build the pipeline as a board yourself. Once hiring becomes regular, a dedicated free ATS like Zoho Recruit does more with less setup.
What do these free ATS plans actually cap?
Zoho Recruit and Breezy HR both cap active jobs to one per license. Recruitly caps jobs, users and candidates together (5, 5 and 1,000). Odoo caps the account to one app. OpenCATS and Frappe HR cap nothing in the software itself, the constraint is your own server capacity.
How much does the first paid upgrade cost if I outgrow the free plan?
It varies widely, from ClickUp's Unlimited tier at $10/mo ($7/mo billed yearly) to Breezy HR's Startup tier, the steepest jump on this list. Zoho Recruit Standard and Recruitly Solo are both priced per seat, one per recruiter, one per user. Full figures for every tier are in the pricing table above, all checked 25 September 2026.
