What it is

An employer of record (EOR) becomes the legal employer of a worker in a country you have not incorporated in.

It signs the local contract, runs payroll in local currency, remits payroll tax, and carries the misclassification risk, while you keep setting the person's role, pay and day to day work.

That is different from a PEO, which co-employs staff you already have a domestic entity for, and different from contractor management, which pays a 1099 or self-employed worker with no employment relationship at all. Deel and Remote sell all three; most of the vendors here only sell EOR.

Why it matters

Ten employees on Skuad's cheapest published rate is $1,990 a month. The same ten on the most expensive published rate here, Remote's or Oyster's, is $6,990 a month, a $5,000 monthly gap for what both vendors describe as full legal employment with local payroll and compliance.

That gap is the first number to defend to finance, before benefits, severance or currency spread ever enter the invoice.

The published rate is also not the whole bill. Multiplier prints "+ compliance mandated add-ons" and "+ implementation fee as applicable" directly beside its own two headline prices.

Oyster caps its aggregate misclassification protection at $500,000 per its own Shield terms. None of the nine pricing pages we read today itemizes benefits markups or FX spread, so a headline sticker is a floor, not a quote.

Coverage also varies more than the price list suggests.

G-P and Papaya Global both publish 180+ countries, the widest stated reach. Skuad lists 160+, Oyster 120+, and Deel and Remote each name 90 to 130+.

A vendor that is cheapest for a UK hire is not automatically the cheapest, or even available, for a hire in a country it does not own an entity in.

Who it's for

Buy an EOR when you want to hire one person, or a handful, in a country where opening a legal entity would take months and cost more than the hire is worth. Skuad or Pebl are the published entry points if the budget line matters most and your target countries are inside their stated coverage.

G-P or Papaya Global if country breadth, 180+ each, is the deciding factor.

Deel or Remote if you also want contractor pay or a US PEO line on the same account, and are willing to pay the highest rates in this list for it.

Skip an EOR once headcount in one country clears roughly 10 to 15 people; opening a local entity usually becomes cheaper than the ongoing per-employee fee at that point, though the breakeven depends on the country.
