HR compliance software is any product whose job is keeping a company inside labor law: tracking federal and state regulation changes, generating a compliant handbook, filing the paperwork a new hire or a new state triggers, and absorbing some of the liability if something is missed.

That job shows up in three different shapes on this list.

A PEO (Justworks, Deel's US PEO) co-employs your staff and takes on payroll tax filing, EPLI, and state unemployment administration as part of the fee.

A compliance module (Rippling, ADP Workforce Now, BambooHR's Compliance Intelligence, Paylocity's compliance dashboard, Paycor's compliance alerts) sits inside a broader HR or payroll platform you were already going to buy. A standalone advisor (Mineral) sells the compliance layer by itself, on top of a payroll or HRIS you keep running elsewhere.

Why it matters

At 30 employees, our multiplication of the published rates puts Justworks PEO Basic at $2,370 a month ($28,440 a year), BambooHR Core at $300 a month ($3,600 a year) with compliance training already inside it, and Deel's US PEO at $3,750 a month ($45,000 a year).

Those three numbers answer different questions: Justworks and Deel are buying co-employment and its liability shift, BambooHR is buying a records system with a compliance module attached.

Gusto Premium at the same headcount is $840 a month ($10,080 a year) and adds certified HR experts on top of its compliance dashboard, cheaper than either PEO because Gusto never takes on co-employment.

Paycor Essential runs $329 a month ($3,948 a year) for 30 people and throws in labor law posters and workers' comp alongside its HR Support Center, a real gap below the PEO tier.

The vendors that skip a public number, Mineral, Rippling, ADP Workforce Now and Paylocity, are not necessarily more expensive.

Pricing there depends on headcount, industry risk, and state footprint, settled in a call you have not had yet, so none of those four belongs in a spreadsheet next to a printed sticker until you get a quote.

Four vendors print a number, checked 25 September 2026. Justworks lists Payroll, PEO Basic and PEO Plus with no base fee on either PEO tier. Gusto lists Simple, Plus and Premium as a flat monthly fee plus a per-employee add-on.

BambooHR lists Core, Pro and Elite per employee per month, plus a flat rate under 25 employees. Deel lists one US PEO rate and one employer-of-record rate.

Paycor lists four small-business tiers as a base fee plus a per-employee rate, currently running a time-limited discount on top of those numbers.

The other four, Mineral, Rippling, ADP Workforce Now and Paylocity, publish no list price anywhere on their own sites.

Mineral and Paylocity route every visitor to a lead form. Rippling states it bills most products per employee per month without naming the rate.

ADP Workforce Now names three tiers, Select, Plus and Premium, with no dollar figure attached to any of them.

The cheapest published entry for compliance-adjacent features is Gusto's base tier, followed by BambooHR's entry tier, which is the only one here that names a specific compliance product, VirgilHR, inside its base price.

Buy a PEO, Justworks or Deel's US PEO, when you want the compliance liability itself to move, not only the paperwork. Buy Mineral when you already like your payroll provider and only want the regulation-tracking and advisory layer on top of it.
