What it is

An HRIS, a human resources information system, is the employee database everything else in HR reads from: records, org chart, time off balances, documents, and the workflow that turns a new hire into someone with an account, a signed offer and a place in the directory.

At small-business size that database usually has to talk to payroll, whether payroll lives in the same product (Gusto, Deel HR) or a partner hub (Rippling, or Justworks acting as a PEO).

This is not the mid-market shortlist.

A 400-person company weighing HiBob against Rippling's enterprise modules is solving a different problem than a 12-person shop deciding whether it needs an HRIS at all yet.

Why it matters

At 15 employees, BambooHR Core runs $150 a month. At 50 employees it is $500 a month, before payroll, benefits or the Pro tier's performance tools. Gusto's Simple plan on that same 15-person team is $49 plus $90 in per-head fees, or $139 a month, cheaper than BambooHR until you need more than payroll and a directory.

Those are numbers a small business can put in a budget spreadsheet before the first sales call.

Hrpresso data: Toolradar tracks 33 HRIS tools as of September 2026 (toolradar.com/best/hris), and of the eight platforms priced for this page, only three, BambooHR, Gusto and Zoho People, publish every tier's price without a sales call.

The other five, Rippling, Justworks, Paylocity, Deel HR and Factorial, either quote the whole product or quote everything past a single entry number. A company with no HR ops person to run a negotiation should weigh that as heavily as feature lists.

The other cost is time.

Switching an HRIS mid-year means re-entering every employee record, remapping payroll, and rebuilding every approval chain, while payroll still has to run on schedule. Picking the tool that fits a 10-person team now, and knowing which of these products still works at 60, beats picking the biggest name and outgrowing it in a year.

Rippling, Justworks and Paylocity publish no dollar figure at all, checked the same day on Rippling's pricing page, Justworks' pricing page and Paylocity's pricing page; the only number Justworks prints anywhere on that page is its Time Tracking add-on.

The cheapest named entry across all eight is Zoho People's free tier for up to 5 users, then its lowest paid tier billed annually. Costs jump once payroll, benefits or performance modules stack on top of any entry price, and again on the three vendors that require a sales conversation just to see a base number.
