Express, Enrich, and Elite are the small-business tiers, and only companies of 1 to 50 employees are eligible, so a larger employer is shopping a different menu. Express covers payroll and On Demand Pay, Enrich adds HR, time, and the ledger, and Elite adds talent, compliance, and expenses, yet none of the three prints a dollar.

Paylocity is the suite a US people lead opens when payroll, the employee file, and a time clock should share a vendor, and a checkout total is not required. The per-employee meter only helps if you can sign a contract the site will not price.

Skip the call when the board wants a figure this week, because the site will not supply one.

What is Paylocity?

Paylocity is a cloud HCM, finance, and IT platform from Paylocity Holding Corporation, founded in 1997 and headquartered in Schaumburg, Illinois.

The fiscal 2025 Form 10-K says the company served about 41,650 US clients as of 30 June 2025, excluding clients added through acquisitions, so this is a scaled US payroll vendor with a public client base.

The 4 August 2026 earnings release says the client base grew by roughly 7% in the year ended 30 June 2026, and it does not print a new headcount, so the 10-K figure is still the client total you can cite.

Payroll on the pricing page includes tax filing, on-demand pay, garnishment services, and global payroll support for 100+ countries. The small-business FAQ says the meter is per employee per month, not per payroll run, with no upgrade fees as you scale, which means an extra off-cycle should not add a run charge.

That promise sits on the Grow page, and past that headcount you add modules, so ask whether Grow pricing survives employee 51.

HR on the same page is workflows, self-service, documents, and position management. Recruiting, Employee Voice, and Learning are optional, so a hiring spike is not included with payroll.

Clocks, ACA tracking, and 600+ learning classes sit outside Express, so the entry tier will not cover a shift team or a benefits year. Finance and IT, including Airbase spend tools and device access, are separate modules, and card cash back has no printed percent.

How Paylocity works

A buyer does not start in a checkout, and that costs calendar time before anyone sees a total. The pricing page ends in a contact form, and the small-business pages send you to a demo. You leave the opening meeting with a module list, not a rate card, and finance cannot model the year until that order exists.

Payroll day to day is a readiness dashboard, automated audits, and a register you preview, including prorated and retro pay. Paylocity's Portacool story says one run took 10 minutes and processing time fell 91%, and you should treat that as their case study, then time your own parallel, because a vendor anecdote is not your cycle time.

Express lists payroll, self-service, and On Demand Pay, not time and attendance, so a shift team on Express still needs a second clock. Recruiting is an HR add-on, so a hiring spike is a separate conversation from the pay run. The April 2026 release says Paylocity acquired Grayscale for AI recruiting, so check the applicant tracking roundup for scorecards if hiring is the real project.

The pricing FAQ promises setup help from day one, and it prints no setup fee. The 4 August 2026 release also describes a service that pairs the software with dedicated payroll and HR teams, again with no public rate.

Access, devices, and Airbase spend tools
Access management ties logins to HR data, with SSO and MFA, and devices can be restocked through a CDW storefront. Expenses, corporate cards, and payables sit in finance, including Airbase by Paylocity, and card cash back has no printed rate, so leave any rebate out of the model.

Paylocity pricing

Paylocity does not print a dollar amount, and as of 24 September 2026 every public path still ends in a conversation, so a rate that is not on a written Paylocity order is a guess. The page you can defend in a budget meeting is the order form.

Express is payroll, tax, self-service, and On Demand Pay, which is the wrong scope when you still need the employee file or the clock.

Those sit on Enrich, and Elite adds talent, compliance, E-Verify, and expenses. Past the Grow cap you assemble HR, finance, and IT modules, and Recruiting, Employee Voice, and Learning stay optional.

Setup is promised and unpriced, including the August 2026 service that pairs software with dedicated payroll and HR staff, so price that service before you compare a product you can cancel monthly.

Gusto is the public exit when a checkout still matters. Simple is one state, at the $49 base plus a per-person fee, with unlimited runs and monthly cancellation. Twenty people on Simple multiplies to $169/mo, which is the one-state bill you can show finance tonight.

Plus is $80/mo plus $12 per person, so $320/mo at 20 people, and it includes several states, next-day pay, and time tracking, which Express does not list. Premium is $180/mo plus $22 per person, so $620/mo at 20 people, with a named advisor, which is the closest public stand-in when you wanted Elite's guidance.

Fifty people is still inside Grow and still has no Paylocity dollar. Plus at that headcount multiplies to $680/mo, clock included, which gives that shift team a public total while Paylocity still has none. Paylocity's 100+ country line does not price Gusto's international contractor path, and those add-on rates sit in the table.

BambooHR prints Core at $10 per employee per month past 25 people, and a flat floor from $250/mo at 25 or fewer.

A 20-person file pays that floor, not a per-head multiple of Core. Fifty people on Core is $500/mo before payroll, and payroll stays a US-only quote, so the HR file is priced and the pay run is not. Seat math is in how much an HRIS costs.

ADP Workforce Now, UKG Ready, Paychex, and Rippling also withhold a rate card. A 20-person team that wants an invoice this week should read Gusto's published plans and HR software for startups before Paylocity.

Who Paylocity is for

Paylocity fits when a US employer has left a one-state payroll app behind and wants tax filing, the employee file, and room for a clock, benefits, and spend tools from the same vendor. The honest fit is a company that will read a proposal, because a team hunting a web price will stall in the first meeting.

Inside the Grow band, price Enrich or Elite if you need the clock, since Express will not include it and a second time product becomes its own rollout.

It is a weak fit when payday has to happen this week on a public invoice, and that company gets a faster answer from Gusto or from HR software aimed at smaller teams. If the pain is laptops and app access on the same record as pay, price Rippling, because device access here is a separate module.

Do not treat the recruiting add-on as your only applicant system. UKG Ready is the closer quote under 200 people, still without a public rate. Confirm what the 100+ country line actually files before you drop a local provider, because a country count is not a filing calendar.

Paylocity's pricing page reports 4.4 out of 5 from 6,242 reviews as of 28 August 2026. Treat that score as Paylocity's own citation, and run a parallel payroll on your own register before you sign, because stars do not show the setup fee.

The bottom line

Buy Paylocity when payroll, the employee record, and later time, benefits, or spend tools should come from one vendor, and finance will wait for a written order. Ask for Enrich or Elite if the clock or expenses are in scope, and make the rep price every add-on and the setup on the same page as the base. A base figure that omits those lines is not a number finance can approve.

Do not buy it to learn the price, because Gusto and BambooHR print an entry rate before a call while ADP, UKG Ready, Paychex, and Rippling do not. Compare two written orders with those two public ladders, at the same headcount and in the same states, and call out employee 51 if you are near the Grow cap.
