Zoho People Review
What each US Zoho People plan includes, which plan carries time off and reviews together, the add-ons outside the per-user rate, and four HRIS to price beside it.
Zoho People is worth it in 2026 for a US company that wants a published per-user HRIS and can pick one plan that matches its main job. Essential HR is $3 per user a month billed yearly ($4 billed monthly), and the free edition covers 3 users.
The catch is how the US plans split the work. Time off and attendance sit on Workforce, performance reviews and learning sit on Talent, and only Enterprise holds both, the top plan on the US ladder. A 25-person company that needs PTO and review cycles pays $2,400 a year on that plan, by our arithmetic, before add-ons.
Payroll is not in any Zoho People plan. BambooHR, Connecteam, Factorial and Rippling are the four alternatives to price beside it.
Key factsBest for: US companies that want a published per-user HRIS and need…
- A low per-user HRIS whose US plans split time off and performance, joining them only on Enterprise.
- Free edition: Free for up to 3 users in the US, with employee records, time off and documents.
- Entry paid plan: Essential HR is the entry paid plan, and yearly billing lowers its per-user rate against month to month.
- Time off and reviews together: Only Enterprise, the top US plan, carries both time off and performance reviews.
- Large companies: Above 500 users, Zoho asks for a quote instead of the list price.
Pros
- Essential HR includes onboarding, an HR help desk, surveys and benefits enrollment at the lowest paid rate.
- Every paid plan has a monthly option, so a team can avoid a yearly commitment for a higher per-user rate.
- Licenses count only active users, so a departing employee frees a seat for the next hire.
Cons
- Time off is absent from Essential HR and Talent, so leave tracking forces Workforce or Enterprise.
- No Zoho People plan runs payroll, so US employers keep a separate payroll invoice.

Zoho People is the HRIS a cost-conscious HR lead opens after seeing BambooHR's flat small-team rate. The per-user price is low, it is printed in dollars, and a month-to-month option exists on every paid plan. The real question is not whether the rate is cheap, but which of the four plans carries the modules your team will open every week.
That question has a sharper answer in the US than elsewhere. Zoho sells US buyers a different plan ladder from the one shown to other countries, with names (Workforce, Talent) and prices that third-party reviews often miss. Most published comparisons still quote the international ladder, so check which one a figure comes from before it reaches a budget.
Toolradar data: Toolradar, the software directory we run, tracks 33 HRIS tools as of October 19, 2026, on its HRIS ranking, and 21% of them are free, freemium or open source.
BambooHR is listed as an alternative to 46 other tools there, more than any other HRIS, so it is the default benchmark for the Zoho People math below.
How we compared: prices and plan contents were read on Zoho's pricing page and US plan comparison on October 19, 2026, and on each alternative's own pricing page the same day.
This is a read of vendor pages, not a product trial. The method is on how we rate.
What is Zoho People?
An HRIS is the system of record for employees: profiles, documents, time off, onboarding, and the reports built on them. Zoho People is that system from Zoho, the company behind Zoho CRM and Zoho Books, and it is priced per user per month, with licenses counted only for active users. When someone leaves, the license frees up for the next hire.
Every paid US plan includes the employee database, multi-entity management, document management with e-signature integration, onboarding and offboarding, exit interviews, eNPS and pulse surveys, an HR help desk, compensation and benefits administration, standard and custom reports, and the AI agent Zoho lists on each plan card.
That shared base is wide for the price: help desk, surveys and benefits enrollment are often upsells on other HRIS.
What changes from plan to plan is the operational module on top. Workforce adds time off, attendance with FLSA overtime compliance, shift rosters and timesheets. Talent adds OKRs, goals, 360 feedback, appraisals and a learning management system. Enterprise holds both sets plus a sandbox for testing configuration changes.
Zoho also sells People Plus, a separate bundle that adds Recruit, Expense, Connect, Cliq, Sign and Vault around People, and the pricing page lists Zoho Payroll inside that bundle. Zoho People on its own runs no payroll, so a US employer still pays a payroll provider on a second invoice.
How Zoho People works
Setup starts with the employee database: import profiles, set up departments and entities, then add the modules your plan includes. The free edition stops at records, time off and documents for 3 users, with 250 MB of storage, so it suits a founder tracking a first few hires rather than a company running onboarding.
After a 30-day trial of a paid plan, Zoho moves the account to that free edition instead of closing it.
Onboarding is where the paid base earns its keep. Candidate and employee onboarding, document collection, e-signature integration and workflow checklists all run on Essential HR, so a 15-person company can send a structured first-week packet for the lowest paid rate.
Multi-level approvals, mail alerts, custom functions and Blueprint process flows are on every paid plan too.
The time off gap is the trap. On the US comparison, custom PTO policies, time off approvals and vacation tracking appear on the free edition, Workforce and Enterprise, and not on Essential HR or Talent. A team that upgrades from free to Essential HR for onboarding loses the leave module it already used, unless it moves to Workforce instead.
Customization has quotas. Each plan allows a number of custom forms per 10 users (1 on Essential HR, 5 on Enterprise), storage scales from 1 GB to 5 GB per 100 users, and the API allows 5,000 to 25,000 calls a day depending on plan.
A company that builds many custom forms or syncs data heavily with other systems will meet these limits before it meets a user cap.
Zoho People key features
Zoho People pricing
Zoho People prices US plans per user per month, with a yearly and a monthly rate on the Zoho People pricing page and the US plan comparison, both read on October 19, 2026. Yearly billing gives the lower rate on every plan, and the table lists each plan on both terms. Workforce and Talent share one price, so the choice between them is about modules, not budget. The free edition covers 3 users, the trial lasts 30 days, and companies above 500 users get a quote.
For a 25-person company on yearly billing, by our arithmetic: Essential HR is $75 a month ($900 a year), Workforce or Talent is $125 a month ($1,500 a year), and Enterprise is $200 a month. On monthly billing, Enterprise at that headcount reaches $250 a month, which is the same monthly figure as BambooHR's flat Core rate for 25 or fewer employees, so the yearly term is what keeps Zoho's top plan cheaper.
Add-ons sit outside those totals. Zoho Recruit Corporate HR is $60 per recruiter a month ($600 a year). Premium support is $114 a month, $1,128 a year, or 20% of the recurring license fee, whichever is higher. Jumpstart onboarding runs from $1,000 for 25 hours on Essential HR to $4,000 for 80 hours on Enterprise. Extra storage is $4.6 a month per 5 GB, and a 25,000-call daily API pack is $375 a month.
Alternatives read the same day: Connecteam's HR and Skills Hub Basic is $29 a month for the first 30 users billed yearly ($35 monthly). Factorial (directory page) and Rippling (directory page) each print a per-user starting rate and quote the rest, and Rippling adds a monthly base fee it does not print.

Zoho People pros and cons
What we like
- Essential HR includes onboarding, an HR help desk, surveys and benefits enrollment at the lowest paid rate.
- Every paid plan has a monthly option, so a team can avoid a yearly commitment for a higher per-user rate.
- Licenses count only active users, so a departing employee frees a seat for the next hire.
What could be better
- Time off is absent from Essential HR and Talent, so leave tracking forces Workforce or Enterprise.
- No Zoho People plan runs payroll, so US employers keep a separate payroll invoice.
Who Zoho People is for
Zoho People fits a US company of up to 500 people whose HR team can name its one main job. A company that mostly onboards and documents gets a lot on Essential HR. A company with hourly staff and leave policies fits Workforce, and one that runs review cycles fits Talent. The price stays low as long as one of those single-job plans is enough.
It also fits a business already on Zoho CRM, Books or Recruit, because the add-on for Zoho Recruit and the People Plus bundle keep the vendor and the login the same.
It is a weaker fit when the HR team needs a polished employee experience out of the box and has no time to configure forms, workflows and approvals. BambooHR charges more for that simplicity, and the BambooHR review covers what the higher rate buys. It is also weaker for a payroll-first buyer, since Zoho People does not run payroll; the small-business HRIS guide covers tools that do.
Skip it if the company needs leave tracking and performance reviews but expected to pay the entry rate. That combination is Enterprise, and the price gap to Essential HR is wide enough to change the shortlist. Deskless teams with shift work may prefer Connecteam (directory page), whose hub pricing is flat for the first 30 users.

The bottom line
Buy Zoho People when your company can name its main HR job and the matching plan covers it. Essential HR, the lowest paid rate, is a strong onboarding and records plan for the price, Workforce is the plan for hourly teams with leave policies, and Talent is the plan for review cycles without time off.
Price Enterprise from the start if you need both leave and reviews. At 25 people that is $2,400 a year on yearly billing, by our arithmetic, which still sits below BambooHR Core's flat rate over the same year. Monthly billing narrows that gap to nothing, so the yearly term is part of the reason to choose Zoho.
Look elsewhere if payroll must sit in the same system (Rippling), if a simple experience matters more than the rate (BambooHR), or if your staff are mostly in the field (Connecteam). The HRIS cost guide shows how these rates compare across the market, and the free HR software list covers teams not ready to pay.

Frequently asked questions
Is Zoho People worth it in 2026?
Yes, for a US company that needs one main module beyond core records and wants a published per-user price. Essential HR includes onboarding, surveys, an HR help desk and benefits enrollment at the lowest paid rate.
It is less of a bargain for a team that needs both time off and performance reviews, because only Enterprise holds both. Prices were checked on Zoho's pricing page on October 19, 2026.
How much does Zoho People cost?
On yearly billing in the US, Zoho People is $3 per user a month for Essential HR, $5 for Workforce or Talent, and $8 for Enterprise. Month-to-month billing raises each of those rates, which matters for a team that might switch plans within the year.
The free edition covers up to 3 users, and companies above 500 users are quoted. Add-ons such as Zoho Recruit, premium support and guided onboarding are priced separately on the plan comparison.
Does Zoho People have a free plan?
Yes. The US free edition is free for up to 3 users and includes the employee database, time off and vacation planning, and document management, with 250 MB of storage.
Onboarding is not in the free edition. A 30-day trial of any paid plan is available, and the account moves to the free edition when the trial ends. For more no-cost options, see the free HR software list.
Which Zoho People plan includes time off?
On the US plans, custom PTO policies, time off approvals and vacation tracking are on Workforce and Enterprise, and on the free edition. Essential HR and Talent do not include them.
A company that needs leave tracking should start at Workforce. A company that also runs performance reviews needs Enterprise, the only paid plan with both modules.
Zoho People vs BambooHR: which costs less for 25 employees?
Zoho People costs less on yearly billing. At 25 users, Essential HR is $900 a year and Enterprise is $2,400 a year by our arithmetic, while BambooHR Core is a flat monthly rate for companies of 25 or fewer, which is $3,000 over twelve months.
BambooHR's higher rate buys a simpler setup and its own payroll add-on. Compare the two in the BambooHR review before choosing on price alone.
