A mid-market HRIS is not Gusto with extra seats. At 200 to 2,000 people you need a system of record that can hold more than one legal entity, a permission model managers will not break, and a number finance can model for the next 400 hires.
Payroll-first SMB tools run out of room here. Shift apps were never this job.

What it is
An HRIS is the employee database everything else reads from: records, org chart, time off, documents, onboarding and offboarding. Mid-market products add workflows, multi-entity, reports a CHRO can take to a board, and a module shop for performance, compensation and payroll.
This is not a $49-a-month payroll login and it is not a time clock.
The five below are the names people ops leaders shortlist when they have outgrown an SMB suite and are not ready for a two-year Workday project.
Why it matters
At 400 employees, BambooHR Pro at $17 a head is $81,600 a year before payroll. Rippling in the Vendr mid-market band of $20 to $40 a head is $96,000 to $192,000. HiBob's median Vendr contract is $46,532 a year, which is a different company size and a different stack.
Those invoices do not sit next to each other unless you force them to.
Switching later means migrating every record, every approval chain and every payroll mapping. The quote you accept in month one is the system you live in for years.

The bottom line
If you are 200 to 2,000 people and the job is a modern HRIS, start with HiBob. It is quote-only. Treat Vendr's $8 to $14 band (100 to 500 people, common modules) as the planning number, not a promise. Use Rippling when HR, payroll and IT have to fire from one hire action, and budget $20 to $40 a head, not $8.
Use Personio when the company is European; Core at €7.60 is the floor, Core Pro and payroll are the real deal.
BambooHR is the honest published-price pick for a US-centred team that will live on Core or Pro and does not need a global people platform.
Namely is the US HCM if payroll and optional managed services matter more than a culture feed. Do not use this page to buy a frontline scheduler or an SMB payroll login. Those are different products.
