Eight HR platforms for teams spread across states and countries, with list prices for the HR layer, employer of record and contractors.

TL;DR

Short answer: Rippling is the best HRIS for most remote teams, because US payroll, global payroll and contractor payments run from one employee record, from $8 per employee a month plus a base fee. Deel is the pick when most of the team sits outside the US: its HR layer starts at $5 per employee a month and it employs people in 130+ countries.

For a team of 4 employees abroad and 6 foreign contractors, Remote has the lowest list bill of the three employer-of-record platforms here, at $2,570 a month. Gusto is the cheaper route when everyone is a US employee working from different states. Prices were read on each vendor's pricing page on October 17, 2026.

Key facts8 tools compared: Rippling, Deel, Remote, HiBob, BambooHR, Gusto, Oyster, Factorial
  • Updated: October 24, 2026
  • Top pick: Rippling (best for: US-based remote companies that also pay staff abroad and want HR, payroll and IT on one record)
  • Top pick price as of October 24, 2026: Rippling: Published per-employee floor plus a monthly base fee; full price by quote; no free plan
  • 8 tools compared: Rippling, Deel, Remote, HiBob, BambooHR, Gusto, Oyster, Factorial
  • Deel (best for: Teams with most people outside the US, mixing employees, EOR hires and contractors in one system): Deel HR from $5 per employee/mo; contractors $49/mo; EOR $599 per employee/mo; month-to-month
  • Remote (best for: Companies hiring abroad without entities that want the lowest list price for EOR plus contractors): EOR from $599 per employee/mo; contractor fee tied with Oyster; no setup or platform fees
  • HiBob (best for: Multi-country companies of 100+ people that want a people-first HRIS employees actually open): Quote only; no published price; native payroll in the US and UK

A remote team breaks an HRIS at a specific moment, when the second country or the fifth state shows up, and a tool that only stores records and approves time off stops being enough. One that also knows the holiday calendar in Lisbon, files payroll tax in Ohio and pays a contractor in Manila without a second login is a much shorter list. The list below is that shorter list.

Our view is that most distributed companies buy two layers and should price them separately. The first is the HR record (profiles, org chart, time off, documents). The second is how people get employed and paid across borders: an employer of record (EOR), contractor management or your own payroll. Some vendors sell both, some sell one, and the bill changes more with the second layer than the first. Smaller US-only teams should also read our HRIS for small business guide.

Toolradar data: Toolradar, the software directory we run, tracks 33 HRIS tools as of October 17, 2026, and only 21% of them are free, freemium or open source, per its HRIS ranking. BambooHR drew 322 side-by-side comparisons there in the last 90 days, more than any other HRIS.

How we chose: we kept platforms whose own pages state how they handle staff in more than one state or country, then ranked them on that coverage, published pricing and how much of the job one product covers. We did not use the products ourselves; every figure comes from vendor pages.

Rippling

The broadest single platform here: US payroll, global payroll and contractor payments from one employee record, priced by quote above a published per-employee floor.

Pricing
Published per-employee floor plus a monthly base fee; full price by quote; no free plan

Best for: US-based remote companies that also pay staff abroad and want HR, payroll and IT on one record

Pros

  • Global payroll runs through Rippling's own entities or yours, and contractors are paid with no entity required
  • One hire can trigger payroll, benefits, a laptop and app access from the same record
  • A published per-employee starting rate, which HiBob does not offer

Cons

  • The monthly base fee is not printed, so the real per-head cost is unknown until a quote
  • The global payroll page does not name a country count, so confirm each country with sales
2 Deel logo

Deel

The global-first pick, with a cheap HR layer, EOR hires and contractors in the same record, all billed month-to-month.

Pricing
Deel HR from $5 per employee/mo; contractors $49/mo; EOR $599 per employee/mo; month-to-month

  • Deel HR Core covers profiles, org chart, time off and workflows for 150+ countries at a printed per-employee rate
  • EOR in 130+ countries and a US PEO across 50 states sit on the same platform
  • No long-term commitment on the pricing page, so headcount can drop without a penalty

Cons

  • Self-managed contractors cost more per head than at Remote and Oyster
  • Performance, goals and surveys need Deel HR Advanced, which has no printed price
3 Remote logo

Remote

The cheapest published EOR and contractor combination here, with no setup, onboarding or platform fees on any plan.

Pricing
EOR from $599 per employee/mo; contractor fee tied with Oyster; no setup or platform fees

Pros

  • Contractor Management bills only active contractors, so a quiet month costs less
  • No setup, onboarding or platform fees, so the per-person rate is the whole platform bill
  • Startups at pre-seed to Series A get 15% off EOR and contractors for 12 months

Cons

  • EOR covers 90+ countries, fewer than Deel or Oyster state
  • Its pricing page sells employment and payroll, not a standalone HR record for staff you employ yourself
4 HiBob logo

HiBob

The HR record built for culture across offices and countries, with no list price and native payroll in two countries only.

Pricing
Quote only; no published price; native payroll in the US and UK

Best for: Multi-country companies of 100+ people that want a people-first HRIS employees actually open

Pros

  • Time and attendance supports custom policies for global teams
  • Native payroll in the US and UK, with Payroll Hub connecting other providers elsewhere
  • Built around the employee profile and company feed, which matters when nobody shares an office

Cons

  • No published price, so you cannot budget it before a sales call
  • It does not employ anyone abroad: you still need an EOR or local payroll partner outside the US and UK
5 BambooHR logo

BambooHR

The simplest priced HR record here, with global hiring added through a Global Employment add-on powered by Remote.

Pricing
Core $10 per employee/mo, Pro $17, Elite $25; $250/mo flat for 25 or fewer

Best for: US-centred remote teams that want a printed HRIS price and hire abroad only now and then

Pros

  • Three published tiers, plus flat monthly rates for teams of 25 or fewer
  • Global Employment, powered by Remote, adds EOR hiring without leaving BambooHR
  • Pro adds 360 reviews and 1:1s, useful when managers never see reports in person

Cons

  • Payroll and benefits administration are add-ons and cover US employees only
  • The Global Employment add-on has no printed price on the pricing page
6 Gusto logo

Gusto

The payroll-first choice for a team spread across US states, with international contractor payments but no foreign employees.

Pricing
Plus $80/mo + $12 per person for multi-state payroll; the cheaper Simple plan covers one state

Best for: US-only distributed teams with employees in several states and the odd contractor abroad

Pros

  • Plus runs multi-state payroll with automatic federal, state and local tax filing
  • Pays contractors in 120+ countries with no monthly per-contractor fee, only a per-payment fee
  • A printed base plus per-person price, so a 20-person bill is easy to model

Cons

  • Simple handles one state, so a remote US team usually needs Plus from day one
  • It does not employ staff outside the US, so a foreign employee means adding an EOR vendor
7 Oyster logo

Oyster

EOR in 120+ countries and contractors in 180+, at the highest published EOR rate of the three EOR vendors here.

Pricing
EOR $699 per employee/mo; contractors free for 30 days, then the same fee as Remote

Best for: Companies building a distributed team abroad that want EOR plus HR advisory on demand

Pros

  • Global Contractors is free for 30 days, then matches Remote's per-contractor rate
  • Multi-country payroll in 120+ currencies, with expenses, time off and reports automated
  • People Partner Services sells HR advice by the hour for EOR hires and your own entities

Cons

  • EOR at $699 a month is $100 above Deel and Remote on the same pricing basis
  • People Partner Services costs $300 an hour, so heavy advisory use adds up quickly
8 Factorial logo

Factorial

A modular all-in-one with a low per-user floor, where time off, time tracking and performance are add-on modules.

Pricing
From $8 per user/mo; modules quoted on top of Factorial Core

Best for: Small distributed teams that want records, documents and time off at a low published starting rate

Pros

  • Factorial Core includes the directory, onboarding, offboarding, payslip distribution and e-signature
  • Modules cover expenses, IT inventory and device management as well as HR
  • Multi-country support is listed as an available feature

Cons

  • Time off is a module, not part of Core, so the starting rate is not the remote-team price
  • It does not employ or pay staff abroad, so international hires need a separate EOR

What it is

An HRIS for a remote team is the employee system of record that still works when people sit in different jurisdictions. It holds profiles, time off by local rules, documents and the org chart, and it either runs payroll in each place or hands the employment to an EOR partner.

An EOR is a company that legally employs your hire in a country where you have no entity, and charges a monthly fee per person for it. Contractor management is the lighter option: contracts, invoices and payments, with no employment relationship. For the deeper EOR comparison, see our EOR services guide.

Why it matters

The employment layer is where remote teams spend. Four people abroad on an EOR cost more each month than the HR records of a 30-person company on every platform here. At list prices, Deel HR Core for 30 people is $150 a month, while four Remote EOR hires start at $2,396 a month before salaries.

Getting the stack wrong means paying for it twice. A US payroll tool that cannot pay a foreign contractor pushes you into a second vendor and a second set of records. An EOR-only vendor with a thin HR layer leaves your US managers working in spreadsheets. Price both layers, at the headcount you expect in 12 months, before you sign.

Key features to look for

Coverage you can check
Deel states employment in 130+ countries, Papaya Global 180+, Oyster 120+ and Remote 90+ for EOR. HiBob runs native payroll only in the US and UK. Check your countries, not the headline count.
One record for employees and contractors
Deel and Rippling keep employees, contractors and EOR workers in the same system. Pairing a US payroll tool with a separate EOR means two records per person, two places to update and two sets of permissions to keep in sync.
Multi-state US payroll
A US team in several states needs state tax filing in each. Gusto puts multi-state payroll on Plus, not on Simple, so the cheaper plan stops working the day someone moves.
Local time-off rules
Statutory leave differs by country. Deel says country-specific time-off rules are built into its HR workflows. Ask any vendor to show a leave policy for each country you hire in.
Published price or quote
Deel, Remote, Oyster, Gusto and BambooHR print list prices. Rippling and Factorial print a starting rate only, and HiBob prints none. A quote is not a worse deal by itself, but it means you cannot budget the line before a sales call.

Pricing

The cost model we built prices a typical distributed team of 30: 20 US employees in several states, 4 employees abroad on an EOR and 6 foreign contractors. On list prices, the international layer costs $2,570 a month on Remote (four EOR hires plus six contractors), $2,690 on Deel and $2,970 on Oyster. Over a year that is $30,840, $32,280 and $35,640. The gap comes from Deel's higher contractor fee and Oyster's higher EOR rate.

The HR record layer is much smaller. For 30 people, Deel HR Core lists at $150 a month and BambooHR Core at $300, since its flat rate stops at 25 people. Factorial and Rippling both start from $240 a month at their published floors, before modules and Rippling's base fee. Paying the 20 US employees through Gusto Plus adds $320 a month. These sums are our arithmetic on vendor list prices, before salaries, employer taxes and benefits.

Prices were read on October 17, 2026 on Rippling pricing, Deel pricing, Deel HR, Remote pricing, BambooHR pricing, Gusto pricing, Oyster pricing and Factorial pricing. HiBob publishes no price.

Mistakes to avoid
×Buying a US payroll tool for a team that already has one person abroad. The second country arrives faster than the renewal, and then you run two systems of record.
×Comparing an EOR fee to an HRIS fee. An EOR fee of several hundred dollars a month employs a person; an HR seat that costs a small fraction of that stores their record, so line up the same layer before you compare vendors.
×Keeping a long-term foreign worker on a contractor agreement to save the EOR fee. Remote sells a higher contractor tier with indemnity for misclassification penalties for a reason; the risk is real.
Expert tips
→List every country and US state you will employ in over the next 12 months, then confirm each one on the vendor's coverage page before a demo.
→Price the team you expect in a year. Four EOR hires are about $2,400 a month on Deel or Remote; eight are double that.
→If you start on Gusto or BambooHR, ask now how a first foreign employee would be handled, so the answer is not a rushed second vendor.

The bottom line

Pick Rippling (Toolradar profile) when your remote team is US-based with people abroad and you want payroll, HR and IT on one record. Our Rippling review covers the quote process. Pick Deel (Toolradar profile) when most of the team is international, and Remote (Toolradar profile) when the EOR and contractor bill is the line you most need to cut. Our Deel vs Remote comparison goes deeper on those two.

For a US-only team spread across states, Gusto on Plus is the cheaper start. HiBob fits a multi-country company that cares about the employee experience and will take a quote, and BambooHR fits a US-centred team that wants a printed price. To compare the HR layer alone, see how much an HRIS costs and our mid-market HRIS guide.

Methodology: eight platforms, chosen for stated multi-state or multi-country coverage and ranked on coverage, published pricing and how much of the remote-team stack each covers. Prices and claims come from vendor pages read on October 17, 2026, and we will re-check them quarterly.

Frequently asked questions

What is the best HRIS for a remote team in 2026?

Rippling for most US-based remote companies, because US payroll, global payroll and contractor payments run from one employee record, from a published per-employee floor plus a base fee. Deel is the better pick when most staff are outside the US, with a low-cost HR layer and EOR coverage in more countries than Remote lists.

How much does an HRIS cost for a distributed team?

For the HR record alone, list prices run from $5 per employee a month (Deel HR Core) to $25 (BambooHR Elite), checked October 17, 2026. Employing people abroad is the larger cost: an EOR runs several hundred dollars a month per person, with Oyster highest at $699. Our 30-person model puts 4 EOR hires plus 6 contractors at $2,570 to $2,970 a month.

Do I need an EOR or an HRIS for remote employees abroad?

If you have no legal entity in the employee's country, you need an EOR or your own local entity; an HRIS alone cannot employ anyone. The HRIS stores the record and time off. Deel, Remote and Oyster sell EOR, Rippling pays through its own entities, and BambooHR offers EOR through a Global Employment add-on powered by Remote.

Is Gusto enough for a remote team?

Yes, if every employee is in the US. Gusto Plus runs multi-state payroll at $80 a month plus $12 per person, and Gusto pays contractors in 120+ countries with no monthly per-contractor fee. It does not employ people abroad, so a first foreign employee means adding an EOR vendor.

Which remote HR platform has the cheapest contractor fee?

Remote and Oyster both list contractor management at $29 per contractor a month, and Oyster makes the first 30 days free. Deel charges $49 for self-managed contractors. Gusto charges no monthly per-contractor fee for international contractors, only a fee on each payment.

Does HiBob work for global teams?

HiBob supports custom time-off and attendance policies for global teams and runs native payroll in the US and UK, with Payroll Hub connecting outside providers elsewhere. It does not employ people abroad and publishes no price, so budget an EOR partner and a sales quote.
