Best HR Software for Healthcare Staffing in 2026

Seven scheduling, credential and HR tools for clinics, care homes and hospitals, with a 40-person cost scenario built from vendor pricing pages read in October 2026.

TL;DR

For a clinic, practice or care agency with 20 to 100 shift workers, Deputy Core at $6.50 per user per month is the best fit we found: auto-scheduling, demand forecasting, biometric clock-in and fair workweek tools at a printed price. Hospitals with union pay rules should shortlist symplr Workforce, physician groups that juggle on-call should look at QGenda, and senior living operators should look at OnShift. Those three sell by quote only.

On a small budget, Connecteam is free for up to 10 users, and When I Work Essentials costs $2.50 per user per month. Neither replaces a system of record, so most practices pair a scheduler with BambooHR, whose Core plan is a flat $250 a month up to 25 employees.

 • symplr Workforce (best for: Hospitals and health systems with union pay rules, float pools and nurse managers buried in scheduling): No list price; symplr sells by demo and quote
 • QGenda (best for: Physician groups, radiology and anesthesia practices that juggle on-call rotations and provider credentialing): No list price; QGenda sells through sales and demo requests

Toolradar data: Toolradar's healthcare software ranking evaluates 306 tools, and only 3 of its top 10 have a free plan (October 2026). Healthcare HR is a narrower problem than that list suggests. A nurse manager has to fill every shift with someone whose license is current, keep overtime and agency hours under control, and pay differentials correctly, all while staff swap shifts from their phones at 2 a.m.

Generic HR suites handle the employee record well and the shift badly, which is why a clinic often ends up running payroll in one system and the roster in a spreadsheet. This page ranks seven tools on the shift side first, then on credentials and payroll links. Our wider best HR software list covers office-based teams.

Methodology: we read each vendor's own pricing and product pages on 17 October 2026, kept only the plans and features those pages print, and ordered the seven by fit for healthcare shift work: scheduling depth, credential or qualification checks, pay rule handling and price transparency. We do not run a test lab, so nothing here describes a hands-on trial.

Top Pick

Deputy

Shift scheduling with auto-scheduling, demand forecasting and fair workweek tools, priced per user with no sales call.

Pricing
Lite $5, Core $6.50, Pro $9 per user/mo; $30 minimum per invoice; free trial

Best for: Clinics, practices and care agencies that want forecasting and biometric clock-in at a printed price

Pros

 • Core adds auto-scheduling, demand forecasting, labor optimization and wage budgets, which help a unit plan around census swings.
 • Biometric time clocking on Core ties each punch to the person, closing the buddy-punching gap a shared PIN leaves open.
 • An HR add-on costs $2 per user per month, so a 40-person clinic can keep basic employee records in the same app.

Cons

 • Payroll is an add-on at $49 a month plus $8 per user, and only on annual Core or Pro plans in the US.
 • There is no dedicated credentialing module, so license expiry dates still need tracking elsewhere.
2 symplr Workforce logo

symplr Workforce

Hospital-grade scheduling, timekeeping and pay rule automation, built around open shift management and demand forecasting.

Pricing
No list price; symplr sells by demo and quote

Best for: Hospitals and health systems with union pay rules, float pools and nurse managers buried in scheduling

Pros

 • symplr says the product forecasts staffing needs up to 120 days ahead, which gives managers time to fill gaps before overtime kicks in.
 • Pay rule automation covers union rules, state regulations, shift differentials and missed breaks, the items that break generic timekeeping.
 • Its Smart Square scheduler can also run alone and integrate with third-party timekeeping, so a hospital need not replace everything at once.

Cons

 • No price is published, so a budget comparison needs a sales process first.
 • The product page does not cover credentialing, which symplr sells separately.
3 QGenda logo

QGenda

Provider scheduling, on-call management, time and attendance and credentialing in one healthcare workforce platform.

Pricing
No list price; QGenda sells through sales and demo requests

Best for: Physician groups, radiology and anesthesia practices that juggle on-call rotations and provider credentialing

Pros

 • On-call management centralizes call schedules into one source, which matters when switchboards and hospitals need the same rota.
 • A credentialing module is part of the suite, and QGenda says it completes provider credentialing up to 50% faster.
 • Residency management and clinical capacity tools cover academic medical centers that schedule trainees and exam rooms.

Cons

 • Pricing is quote only, so small practices cannot compare it against per-user schedulers without a sales call.
 • It is built around providers and care teams, not core HR, so the employee file and benefits sit in another system.
4 OnShift logo

OnShift

A workforce platform purpose-built for long-term care and senior living, from applicant tracking to payroll.

Pricing
No list price; OnShift sells by demo

Best for: Senior living, skilled nursing and post-acute operators that want hiring, scheduling and payroll from one vendor

Pros

 • Reporting covers payroll-based journal data, overtime tracking and time theft monitoring, which skilled nursing facilities need for CMS staffing reports.
 • Talent acquisition includes an applicant tracking system with automated background screenings and electronic onboarding.
 • Payroll and HRIS, benefits administration and early wage access come from the same vendor as the schedule.

Cons

 • No published price, and the product is aimed squarely at senior care, so a clinic or hospital is outside its focus.
 • Buying the full platform means replacing several tools at once, a bigger project than adding a scheduler.
5 Connecteam logo

Connecteam

A mobile app for deskless teams with GPS time clock, scheduling, forms and HR documents, priced flat for 30 users.

Pricing
Free up to 10 users; each hub from $29/mo for 30 users, billed yearly

Best for: Home care and small care agencies with mobile staff who need GPS clock-in and document expiry alerts

Pros

 • The Small Business Plan is free for up to 10 users with all hubs, enough for a small home care team to run real shifts.
 • GPS clock-in and geofencing (up to 10 sites on Advanced) show when a caregiver arrives at a client's home.
 • The HR & Skills Expert plan sets document expiration dates, a practical way to track CPR cards and licenses.

Cons

 • Scheduling, communication and HR are separate hubs, each priced on its own, so the full stack costs more than the entry price suggests.
 • Monthly billing costs more: Operations Basic is $35 a month instead of the yearly rate.
6 When I Work logo

When I Work

Low-cost per-user scheduling with OpenShifts, shift swaps and payroll integrations from the entry plan.

Pricing
Essentials $2.50, Pro $5, Premium $8 per user/mo; 14-day trial, no card

Best for: Budget-conscious clinics and urgent care sites that need shift swaps and open shifts on a phone

Pros

 • Essentials includes auto scheduling, OpenShifts and shift swapping, so staff can cover each other without calling the manager.
 • Pro adds scheduling rules, role permissions, labor sharing and 24-hour callout reporting, useful for tracking sick calls.
 • The 14-day trial needs no credit card, so a manager can roster a full fortnight before paying.

Cons

 • Time Tracking and Attendance is an add-on without a printed price, so the true cost needs a quote.
 • No credential or license tracking is listed, so qualification checks stay manual.
7 BambooHR logo

BambooHR

A core HR system of record with published per-employee pricing, paired with a scheduler for the shift side.

Pricing
Core $250/mo flat up to 25 employees, then $10 per employee/mo

Best for: Private practices and clinics that need a clean employee record, onboarding and time off next to a scheduler

Pros

 • Pricing is printed: Core, Pro and Elite cost $10, $17 and $25 per employee per month above 25 employees.
 • Small practices pay a flat monthly rate up to 25 employees, which makes the first-year budget predictable.
 • Payroll and Benefits Administration bundled with any plan earn a 15% discount on BambooHR's pricing page.

Cons

 • It does not roster shifts, so a clinic still needs Deputy, When I Work or similar for the schedule.
 • Payroll, benefits and time tracking add-ons have no printed price.

What it is

HR software for healthcare staffing is a system that schedules clinical shifts, records hours, checks that each worker holds the right license or training, and passes approved time to payroll. Three product families compete for that job. Shift schedulers such as Deputy, When I Work and Connecteam started with hourly teams in any industry. Healthcare workforce platforms such as symplr Workforce, QGenda and OnShift were built for hospitals, physician groups or senior care and sell by quote. Core HR systems such as BambooHR hold the employee file, time off and onboarding, and leave the roster to another tool.

Where a product started still decides what it does well. A scheduler built for retail will roster a home care team fine, yet it will not model acuity or union differentials. A hospital platform will, at an enterprise price and contract length. If your team is mostly office staff, our guide to HRIS for mid-market companies is the better starting point.

Why it matters

Staffing errors in healthcare cost more than in most industries, because the gap is filled with overtime or agency hours. A schedule that leaves a weekend night short is usually covered at time and a half, or by an outside agency, and both show up in the labor line weeks later. Tools that forecast demand or push open shifts to qualified staff early are the ones that cut that bill.

Credentials are the second risk. A nurse rostered after her license lapsed is a compliance problem, not only a payroll one. Of the seven tools here, QGenda sells a credentialing module, Connecteam lets you set document expiration dates on its HR Expert plan, and Deputy's healthcare page shows managers filtering staff by training and certification. The rest leave credential tracking to a separate system. Our HR compliance software roundup covers the policy and filing side.

Key features to look for

Qualification-aware schedulingEssential
The scheduler should only offer a shift to staff with the right role, unit and current training. Deputy filters staff by training and certification, and QGenda schedules providers by service line.
Credential and document expiryEssential
Alerts before a license, CPR card or TB test lapses. QGenda sells a credentialing product, and Connecteam's HR & Skills Expert plan adds document expiration dates.
Pay rules and differentials
Night, weekend and charge-nurse differentials, union rules and missed-break penalties. symplr Workforce lists union rules, state regulations, shift differentials and missed breaks on its product page.
Open shift filling
Push an open shift to qualified staff before calling an agency. When I Work includes OpenShifts on Essentials, and symplr describes incentive-based open shift matching.
Payroll and compliance reporting
Approved hours flowing to payroll without re-keying, plus reports regulators ask for. OnShift lists payroll-based journal reporting, the staffing data nursing homes submit to CMS.

Pricing

Prices were checked on 17 October 2026 on Deputy's pricing page, When I Work pricing, Connecteam pricing and BambooHR pricing. symplr Workforce, QGenda and OnShift publish no prices.

Our scenario: one outpatient clinic with 40 shift staff on the schedule. Deputy Core comes to $260 a month (40 times $6.50), and $340 with the HR add-on. When I Work Essentials is $100 (40 times $2.50) before its time tracking add-on, and Pro is $200. Connecteam Operations Basic is $37 on yearly billing: the flat fee for 30 users plus 10 extra users at $0.80. Its Advanced plan comes to $74.

The record-keeping layer adds BambooHR Core at $400 a month for 40 employees, or $680 on Pro. Payroll through Deputy adds $369 ($49 plus 40 times $8). So a clinic pairing Deputy Core with BambooHR Core pays about $660 a month before payroll. The cheapest serious stack is Connecteam with its HR hub, and the most complete printed one is Deputy plus BambooHR. For context on the HR system side, our HRIS cost guide breaks down typical fees.

Who it's for

Deputy suits an outpatient clinic, dental group or care agency that wants real scheduling depth at a price it can see today; our Deputy review covers its limits in detail. symplr Workforce fits a hospital or health system where union rules and float pools make generic tools break. QGenda fits physician groups and academic centers that schedule providers and on-call rotations, and want credentialing in the same suite. OnShift fits skilled nursing and senior living operators that report staffing data to CMS.

Connecteam fits home care agencies with caregivers on the road; see our Connecteam review. When I Work fits an urgent care site that needs cheap shift swaps, and our When I Work review covers the add-on costs. BambooHR fits any practice that needs a proper employee file alongside its scheduler, as our BambooHR review explains.

Mistakes to avoid
×Buying a scheduler and assuming it tracks licenses. Most shift tools here store skills or documents, but only QGenda sells credentialing, so ask how the tool blocks a shift for someone whose license has lapsed.
×Comparing per-user prices without the clock and payroll. When I Work's entry price excludes time tracking, and Deputy's payroll add-on carries a monthly base fee on top of its per-user charge, so price the whole stack at your real headcount before comparing.
×Running a new hire's background check outside the onboarding flow. Clinical hires usually need a license check and a background check before the first shift, so pick a stack that links to a screening vendor; our background check services list compares them.
Expert tips
→Map your pay rules before the demo. Write down every differential (nights, weekends, charge, on-call, holiday) and ask each vendor to configure one in front of you.
→Count users the way the vendor counts them. Deputy and When I Work charge per scheduled user, Connecteam charges a flat fee for 30 users, and BambooHR charges per employee above 25.
→Trial with a real fortnight of shifts. When I Work offers 14 days without a card, Deputy offers a free trial, and Connecteam is free for up to 10 users.

The bottom line

Start with Deputy if you run a clinic, practice or care agency and want forecasting and biometric clock-in at a printed price. Move to symplr Workforce, QGenda or OnShift when union rules, on-call rotations or CMS reporting outgrow a general scheduler. Small home care teams can start free on Connecteam.

Whatever you pick, check two things before signing: how the tool blocks a shift for someone with a lapsed credential, and what the full stack costs at your peak headcount with clock and payroll included. For other team shapes, see HR software for startups, time clock software and free HR software.

Frequently asked questions

What is the best HR software for healthcare staffing in 2026?

For clinics, practices and care agencies, Deputy Core is the strongest option with a published price, at $6.50 per user per month with auto-scheduling, demand forecasting and biometric clock-in. Hospitals should shortlist symplr Workforce, physician groups QGenda, and senior living operators OnShift; all three sell by quote.

How much does healthcare scheduling software cost?

On vendor pages read on 17 October 2026, When I Work starts at $2.50 per user per month, Deputy at $5 per user (with a $30 minimum per invoice), and Connecteam's Operations hub at a flat fee for 30 users on yearly billing. For a 40-person clinic that means roughly $37 to $260 a month for scheduling alone, depending on the tool and tier.

Is there free HR software for a small healthcare practice?

Connecteam's Small Business Plan is free for up to 10 users and includes all its hubs, which covers scheduling, GPS clock-in and HR documents for a small home care team. Above 10 users you move to a paid hub. Our free HR software guide lists the other free options.

Which healthcare HR software tracks nursing licenses and certifications?

QGenda sells a dedicated credentialing module for providers. Connecteam's HR & Skills Expert plan sets document expiration dates, which works for CPR cards and licenses, and Deputy lets managers filter staff by training and certification when they schedule. The other tools on this list leave credential tracking to a separate system.

Do I need a separate HRIS as well as a scheduler?

Usually yes for teams above 20 people. Schedulers handle shifts and hours, while a system such as BambooHR holds the employee file, onboarding and time off. BambooHR Core costs a flat $250 a month up to 25 employees. Deputy's $2 per user HR add-on is a lighter alternative if you only need basic records.

What does senior care workforce software need that a clinic does not?

Skilled nursing facilities submit payroll-based journal staffing data to CMS, so they need software that produces it. OnShift lists payroll-based journal reporting, overtime tracking and time theft monitoring, and pairs them with hiring and payroll built for long-term care.
