How to Choose an ATS in 2026: A Recruiter's Checklist
A seven-step checklist for choosing an applicant tracking system in 2026: hiring volume, job caps, pricing units, integrations and a 10-person cost scenario.

Choose an ATS by matching three numbers to the vendor's pricing unit: roles open at once, people who need a login, and headcount. A company running four open roles with one recruiter fits a flat-rate tool such as Breezy HR Startup at $157 a month billed yearly or Workable Standard at $299 a month, prices read on 17 October 2026. Above 100 employees, Greenhouse, Lever and Ashby price by quote.
A team that already pays for an HRIS should check whether its plan includes an applicant tracker before buying a second one, and a company past the quote line is choosing on structured interviewing and reporting rather than price.
The mistake that costs most is picking by brand recognition and discovering the pricing unit six months later. A per-user tool punishes a company that gives every hiring manager a seat. A per-open-job cap punishes a seasonal hirer. A per-employee tool punishes a 200-person company that hires five people a year. The seven steps below put the pricing unit first because it decides the bill before any feature does.
Toolradar data: Toolradar, the software directory we run, tracks 34 recruiting tools as of October 2026. Only 5 of the 10 it ranks publish a paid price, the median cheapest paid plan among those is $75 a month, and Greenhouse is listed as an alternative to 74 other tools, the most cross-shopped product in the group. Half the market will not give you a number without a call, so the shortlist below leans on the vendors that do.
An applicant tracking system is the software that posts a job, collects applications, moves each candidate through pipeline stages, and records who interviewed whom and what they decided. Our applicant tracking system ranking compares the products; this page is the method for choosing one.
Step 1: Count open roles, users and headcount before you look at features
Write down three numbers from the last twelve months: the most roles you had open in one week, the number of people who screened or interviewed candidates, and total headcount. Each ATS charges on one of those, and a vendor's "from" price assumes the smallest version of it. The table maps each shortlist tool to its unit so you can rule out mismatches in a minute.
| Tool | Pricing unit | Entry price (17 Oct 2026) | Trap for the wrong buyer |
|---|---|---|---|
| Breezy HR | Flat per month, by plan | Free (1 active position); Startup $157/mo billed yearly, $189 monthly | Free plan allows one open role at a time |
| JazzHR | Flat per year, by open jobs | Hero $1,000/yr (3 open jobs); Plus $3,480/yr (200 active jobs) | Hero's job cap hits at the fourth role |
| Workable | Flat per month, by headcount band | Standard $299/mo (1 to 20 employees); 20% off billed yearly | Price steps up with headcount, not hiring |
| Manatal | Per user per month | Professional $15/user/mo billed yearly, $19 monthly; 15 jobs | Recruiters are paid seats; every plan lists unlimited hiring managers (read 19 October 2026) |
| Ashby | Per company, by employee band | Foundations $400/mo up to 100 employees; 10% off annual | Plus and Enterprise are quote only above 100 employees |
| BambooHR | Per employee per month, HRIS included | Core $10/employee/mo, or $250/mo flat at 25 employees or fewer | Core caps the ATS at 5 job openings |
| Greenhouse | Quote | Core, Plus and Pro, no list price | No price to compare without a demo |
| Lever | Quote | Custom quote only | Same |
| Recruitee | By plan and headcount | Does not publish a price; Start caps at 5 active jobs; one-year minimum | Monthly payment still carries a one-year commitment |
A recruiting agency counts differently: it bills clients per placement, so a per-user tool with unlimited jobs usually beats a per-job cap, and our recruiting CRM ranking covers that side of the market.
Step 2: Check whether your HRIS already includes an ATS
Before paying for a standalone tracker, open your HR system's plan page. BambooHR bundles an applicant tracker into every plan, with 5 job openings on Core, 25 on Pro and 50 on Elite, and its pricing page lists Core at $10 per employee per month above 25 employees or a $250 monthly flat rate at 25 or fewer. Workable goes the other way: its plans include an HR information system, onboarding, time off and e-signatures alongside the ATS, so a small company could run both functions on one subscription.
The question is whether the bundled tracker does the job you hire for. A bundled ATS typically handles postings, a pipeline and offer letters. It rarely matches a dedicated tool on structured interview kits, sourcing automation or candidate texting. If you open fewer than five roles at a time and your interviews are informal, the bundle wins on cost. If recruiting is a function with its own headcount, the bundle becomes the system of record for employees and the dedicated ATS feeds it. Our BambooHR review covers what the bundled tracker leaves out.
Step 3: Decide if you need structured hiring or a pipeline
Two product families share the ATS label. Pipeline tools (Breezy, JazzHR, Manatal, Workable) make it fast to post, collect and move candidates, and they suit teams where the hiring manager runs the process. Structured hiring tools (Greenhouse, Lever, Ashby) are built around interview kits, scorecards and reporting that a talent team enforces across every hire.
Greenhouse's pricing page lists Core with sourcing and CRM, structured interview kits, an AI notetaker, scheduling, reporting and single sign-on, then Plus and Pro for sourcing automation, texting, audit logs and a developer sandbox. None of those plans carries a price. Lever sells a combined ATS and CRM with AI screening and asks for a quote. Ashby prints one price, Foundations at $400 a month for companies up to 100 employees, then moves to quotes. If you are weighing the two structured leaders, Greenhouse vs Lever does that comparison, and the Greenhouse alternatives page covers the cheaper routes.
The honest test: do you have, or plan to hire, a person whose job is recruiting? Without one, a structured tool's interview kits go unfilled and you pay a quote-level price for a pipeline. With one, a pipeline tool becomes a spreadsheet with a career page, and the recruiter rebuilds structure outside it.
Step 4: Price the add-ons that recruiters actually use
The entry price rarely covers texting, assessments or video interviews, and those are the features a recruiter touches daily. Workable prices them on its Standard plan: Texting+ at $89 a month, Video interviews+ at $109, Assessments+ at $59 and Performance & Engagement+ at $39, while Premier at $599 a month includes all four. Breezy lists SMS at $41 a month and its Onboard module at $49 a month on top of any plan. Lever's page names Candidate Insights, AI screening and onboarding as optional add-ons without prices.
Add two numbers to every shortlist row: the plan price and the plan price with the add-ons you will switch on in month one. A Workable Standard buyer who wants texting and video is at $497 a month, which is $102 short of Premier, so the higher plan is the cheaper buy for that team. The same arithmetic on Breezy turns Startup with SMS into $198 a month billed yearly, still under Growth at $273.
AI credits are the newest add-on line. Workable includes 3,000 AI agent credits on every plan and sells packs from $600 for 5,000 credits, and the credits expire annually. Ask every vendor what an AI screening or sourcing action consumes before you count on the included allowance.
Step 5: Run the cost scenario for your team, not the vendor's
Take a 10-person company with one recruiter, two hiring managers and four roles open at once, buying for a year on the cheapest billing each vendor offers. The figures below multiply list prices read on 17 October 2026; a vendor quote can differ.
| Shortlist | Plan that fits 4 open roles and 3 users | Year one on list prices |
|---|---|---|
| Manatal | Professional, 3 users at $15 each billed yearly | $540 |
| Breezy HR | Startup, billed yearly | $1,884 |
| BambooHR | Core flat rate for 25 or fewer, HRIS included, 5 job openings | $3,000 |
| JazzHR | Plus, because Hero stops at 3 open jobs | $3,480 |
| Workable | Standard, billed yearly | $3,588 |
| Ashby | Foundations with the 10% annual discount | $4,320 |
| Greenhouse, Lever | Quote | Not comparable without a demo |
Three things jump out. The spread between the cheapest and the dearest published option is eight to one for the same four roles. JazzHR's Hero tier looks like the budget option at $1,000 a year until the fourth open job forces the $3,480 plan. And BambooHR's flat rate buys an HR system of record with a tracker inside it, so the fair comparison is BambooHR against Breezy plus a separate HRIS, not BambooHR against Breezy alone. For teams of 25 or fewer, how much an HRIS costs prices that second half.
If the budget is zero, there are real free tiers. Breezy's Bootstrap plan allows one active position with unlimited users and candidates, enough for a company that hires one role at a time. The free applicant tracking systems ranking lists six more, including open-source options you host yourself.
Step 6: Test the integrations and the candidate side before the demo
An ATS lives between three systems: the job boards it posts to, the calendar it schedules on and the HRIS it hands the hire to. Ask each vendor for the exact list rather than the integrations page logo wall. Breezy's Business plan at $439 a month billed yearly is where HRIS integrations and offer approvals appear, two plans above Startup, which is the kind of detail that changes the shortlist. Workable states sourcing across 400 million profiles on every plan, while Manatal's Professional plan caps the database at 10,000 candidates.
Then apply to your own job. Open the career page on a phone, upload a resume, and count the fields. Every ATS can be configured to ask for a cover letter and a retyped work history, and that configuration loses applicants before a recruiter sees them. The job description matters as much as the form; how to write a job description covers the five sections that filter rather than repel. For interview logistics, the interview scheduling software ranking covers the tools that plug into the ATS rather than replace it.
Step 7: Read the contract for term, seats and exit
Workable's pricing page describes a 15-day free trial with no credit card and a 20% saving on annual billing. Manatal offers 14 days free without a card. Recruitee's page states a one-year minimum commitment even when you pay monthly, with 20% off for paying the year upfront. JazzHR advertises savings of up to 24% for paying yearly. An annual discount is a loan of your flexibility: take it only after a monthly trial has survived one real hire.
Two more clauses decide the exit. Ask whether candidate data exports in a standard format, because a tracker that holds your pipeline hostage raises the switching cost of every future renewal. And ask what happens to a seat when a hiring manager stops hiring: on per-user tools you can remove the login, on flat plans it never mattered. Manatal lists unlimited hiring managers on every plan, so only recruiter seats count there.
Which ATS to choose, by situation
- Fewer than five open roles, no recruiter: Breezy HR Startup at $157 a month billed yearly, or its free Bootstrap plan if you hire one role at a time.
- Steady hiring with a job cap that would bite: JazzHR Plus at $3,480 a year for up to 200 active jobs, or Workable Standard at $299 a month with unlimited active jobs under fair use.
- A few users who want the cheapest seat: Manatal Professional at $15 per user per month billed yearly, with its 15-job and 10,000-candidate limits in mind.
- No HRIS yet, 25 people or fewer: BambooHR's $250 monthly flat rate, provided five job openings is enough.
- A talent team that enforces structured interviews: Ashby Foundations at $400 a month under 100 employees, then quotes from Ashby, Greenhouse or Lever.
- AI screening is the reason to buy: compare the AI recruiting tools ranking before paying for an ATS add-on, and read the AI hiring bias explainer before you let a model rank candidates.
Methodology
Prices were read on each vendor's own pricing page on 17 October 2026: Breezy HR, JazzHR, Workable, Manatal, Ashby, BambooHR, Greenhouse, Lever and Recruitee. The cost scenario multiplies those list prices by 12 months or 3 users and is our arithmetic, not a quote. The Toolradar figures come from the Toolradar recruiting category page as of October 2026. Dupple runs no test lab, so this page reports what the vendors publish, not hands-on results. Louis Corneloup, founder of Toolradar and Dupple, edited the checklist. The Workable review, Greenhouse review and Lever review cover the individual products.
FAQ
How do I choose an ATS in 2026?
Start with three numbers: roles open at once, people who need a login, and headcount. Match them to the vendor's pricing unit (flat, per open job, per user or per employee), check whether your HRIS already bundles a tracker, decide between a pipeline tool and a structured hiring tool, then price the add-ons you will use in month one. Run a one-year scenario on list prices before any demo.
How much does an ATS cost for a small business?
On vendor pages read on 17 October 2026, a small business can pay from $540 a year for three Manatal Professional seats billed yearly to $3,588 a year for Workable Standard billed yearly, with Breezy HR Startup at $1,884 a year between them. BambooHR's flat rate for 25 or fewer employees is $250 a month and includes an HR system with a 5-job tracker. Greenhouse and Lever publish no price.
Is there a free applicant tracking system?
Yes. Breezy HR's Bootstrap plan is free with one active position, unlimited users and unlimited candidates. Manatal and Workable offer free trials of 14 and 15 days rather than free plans. Open-source trackers such as OpenCATS are free to run on your own server, and our free ATS ranking lists seven options with their limits.
Should I use the ATS inside BambooHR or buy a separate one?
Use the bundled tracker when you open five or fewer roles at a time on Core, 25 on Pro or 50 on Elite, and your interview process is informal. Buy a separate ATS when a recruiter needs structured interview kits, sourcing automation or texting, then connect it to BambooHR as the employee system of record. The bundled option saves a second subscription; the separate one saves the recruiter's time.
Greenhouse or Lever or Ashby: which is right for a growing company?
Ashby is the only one of the three that prints a price, $400 a month on Foundations for companies up to 100 employees, so it is the easiest to budget below that line. Greenhouse sells Core, Plus and Pro by quote and is the most cross-shopped ATS on Toolradar, listed as an alternative to 74 tools. Lever combines ATS and CRM in one quote-only platform. Above 100 employees, all three are quotes, and the decision rests on interview structure, reporting and the integrations your HRIS needs.
What add-ons should I budget for an ATS?
Texting, video interviews and assessments are the common extras. Workable prices them at $89, $109 and $59 a month on Standard and includes them on Premier at $599 a month. Breezy charges $41 a month for SMS and $49 a month for onboarding. AI credits are a newer line: Workable bundles 3,000 a year and sells 5,000 more for $600, and they expire annually.
