Free Payroll Software for 2026: What Is Really Free

Eight payroll products compared on free-plan caps, tax filing, trials and the monthly bill for a 10-person team.

TL;DR

Short answer: Payroll4Free is the only payroll plan here with a free tier, and it covers up to 9 employees paid each month. For 10 people who need tax filing, the cheapest monthly price is Patriot Full Service at $87 a month.

Most other "free" offers are a trial or a scheduling tier. Homebase is free for scheduling and time tracking but not for payroll. Wave, Patriot, Zoho and OnPay all send a bill once the trial or free month ends.

Key facts8 tools compared: Payroll4Free, Homebase, Square Payroll, Wave Payroll, Patriot Software, Zoho…
 • Updated: October 10, 2026
 • Top pick: Payroll4Free (best for: Owners and teams of 9 or fewer who need pay runs and direct deposit only)
 • Top pick price as of October 10, 2026: Payroll4Free: Free for 9 or fewer employees paid each month. The page gives no paid price.
 • 8 tools compared: Payroll4Free, Homebase, Square Payroll, Wave Payroll, Patriot Software, Zoho Payroll, OnPay, Deel (contractors)
 • Homebase (best for: Hourly teams that need free scheduling and clock-in now and may add payroll later): Free Basic plan for 1 location and up to 10 employees, with no payroll. The payroll add-on is paid.
 • Square Payroll (best for: Businesses already on Square that want full-service payroll or a contractor-only plan): No free plan or trial listed. Full service adds a per-person fee to a monthly base. Contractor-only has no base fee.
 • Wave Payroll (best for: Small US teams that want unlimited free direct deposit and tax filing on one monthly bill): No ongoing free plan. A monthly base plus per-employee and per-contractor fees, after a 30-day trial.

Payroll is the category where a free start can cost the most later. A free tier that runs scheduling but not pay runs, or a trial that ends in a bill, looks cheap until the first payday. This page checks eight payroll products on their own pricing pages, then puts them on one scenario: 10 employees, one state, billed monthly, no contractors.

Full-service platforms beyond this list are covered in our best payroll software guide.

Methodology: every price below was verified on the vendor's own pricing page on October 10, 2026.

We kept only plans with a stated price or a stated free limit, and we priced every payroll plan with tax filing for the same 10-person team.

Toolradar data: Toolradar tracks 73 payroll tools as of October 10, 2026, and 16% of them are free, freemium or open source.

The median cheapest paid plan across the 23 that publish a price is $24 a month. Toolradar's entry price for Patriot, $17 a month, matches Patriot's own page. The full ranking is on Toolradar's payroll page.

Best for: Owners and teams of 9 or fewer who need pay runs and direct deposit only.

PricingFree for 9 or fewer employees paid each month. The page gives no paid price.

+The homepage lists tax calculations, direct deposit or paper checks, an employee portal and contractor payments among its free features.
+Direct deposit shows no separate fee, so a team of 9 pays nothing to run payroll on the free tier.
+The cap applies to each month, so a team that drops back to 9 people in a month pays nothing for that month.
−The page does not say whether federal and state tax filings or W-2s are included, so ask before the first live run.
−No paid price is listed, so the cost of the 10th employee is unknown until you request a quote.

PricingFree Basic plan for 1 location and up to 10 employees, with no payroll. The payroll add-on is paid.

+Its FAQ says the payroll add-on calculates wages, makes direct payments and files taxes automatically.
+A limited-time offer gives 6 months of Payroll and the Plus plan free, though the page says terms apply.
−The free plan does not run payroll, so a buyer who signs up for pay runs gets the add-on bill.
−At 10 paid employees the add-on costs $109 a month, before any promotional period ends.
Visit Homebase →

Best for: Businesses already on Square that want full-service payroll or a contractor-only plan.

Visit Square Payroll →

Best for: Small US teams that want unlimited free direct deposit and tax filing on one monthly bill.

PricingNo ongoing free plan. A monthly base plus per-employee and per-contractor fees, after a 30-day trial.

+Direct deposits are unlimited and free on the US plan, which matters for teams paid every week.
+Automatic tax payments and filings to the IRS and states are included, except 1099 filings, and W-2, W-3 and 1099-NEC forms are generated.
+The page lists a 100% payroll accuracy guarantee and an employee portal for pay stubs and W-2s.
−Billing has to be activated to keep running payroll after the 30 days, and tax filing needs that activation too.
−The per-person fees stack on the base quickly, so a 10-person team pays $100 a month before any contractors.
Visit Wave Payroll →

Best for: Small US businesses that need tax filing at the lowest monthly price for a 10-person team.

PricingNo free plan. Basic Payroll and Full Service both have a monthly base and a per-worker fee, with a 30-day trial.

−Tax filing is not listed on Basic Payroll, so a team that needs filings must buy Full Service.
−Each extra state filing adds $12 a month. The page shows $4 and $5 per worker in different places, so confirm the number in writing.
Visit Patriot Software →

Best for: Teams already on Zoho that want filings included and a yearly bill.

PricingNo free plan. A 14-day free trial with no card. Standard is billed monthly or yearly, with a per-employee fee.

+Standard includes automatic federal, state and local tax payments and filings, with digital payroll forms.

−Direct deposit appears as a feature with no price, so confirm it is free before you sign.
Visit OnPay →

Best for: Companies paying international contractors that need a contract and payment platform.

PricingNo free contractor tier and no free trial. Contractors are priced per contractor per month, with a free demo.

+Contractor pricing is one plan with a stated per-contractor rate, so the cost is clear before the free demo.
+Its FAQ points buyers to a free demo or a sales call.
+The price is stated per contractor, so the bill scales in a straight line with headcount.
−No free contractor tier and no free trial, so even a one-contractor test starts with a paid plan.
−For domestic employee payroll, the tools above are built for that job, and Deel prices employees per PEO or EOR employee instead.

What it is

A free payroll plan, in this list, means you can run real pay runs, pay people by direct deposit and get tax calculations without paying. Most products that say free do something narrower. They offer a free scheduling or time-clock tier, a trial that ends in a bill, or a contractor plan with no base fee.

Each is a real offer, but none is the same as a free payroll plan. Toolradar keeps profiles for Homebase, OnPay, Patriot Software and Deel.

If you need a free time clock for hourly staff first, see the free time clock apps guide.

Two questions decide whether a free start holds up. The first is who files the taxes, because payroll that calculates withholding but leaves the filing to you is a compliance job.

The second is the employee cap, because a free plan that stops at 9 people becomes a migration the month you hire the tenth. If your team also pays contractors, the contractor management platforms guide covers that side.

Why it matters

Switching payroll mid-year is expensive, because year-to-date tax totals have to move into the new system and the first quarter can reconcile badly. So the free plan has to fit the team you will have in six months, not only the team you have today.

A tool that is free at 5 people and paid at 10 is a different purchase from one that is paid at 5.

Run one realistic hiring month through the list. Payroll4Free charges nothing while the team stays at 9 or fewer, but its page gives no paid price, so the cost of the tenth hire is unknown until you ask.

Homebase's free plan covers up to 10 people, yet it runs scheduling and clock-in, not pay, so the same hire still triggers a paid add-on. A wider buying decision belongs in the small business HRIS guide.

Key features to look for

Employee capEssential
The most employees the free plan pays in a month. It decides whether a free start lasts past one hiring round.
Tax filingEssential
Whether federal, state and local payroll taxes are calculated and filed for you. A plan without filing leaves the compliance work with you.
Free direct deposit
Free deposits are common on paid plans but not on every free tier. Check the plan you would actually buy.
Trial and billing
A 14 or 30-day trial is not a free plan. Check whether billing starts on its own and whether filing stops when the trial ends.
Entry price and billing basis
The base fee plus the per-person fee is the real entry price. Yearly billing can lower it.

Pricing

Every price here was verified on the vendor's own pricing page on October 10, 2026. Payroll4Free's homepage lists the free tier for 9 or fewer employees and gives no paid price.

Homebase's pricing page lists Basic at $0 per location a month, and its payroll add-on at a monthly base plus a per-employee fee.

Square's payroll page and Wave's payroll page both charge a monthly base plus a per-person fee, and neither lists a free plan.

Patriot's pricing page lists Basic Payroll at $17 a month and Full Service at $37 a month, each with a per-worker fee. Zoho's pricing page lists Standard at $39 a month, or $29 billed yearly.

OnPay's pricing page lists Payroll Essentials with a base fee and a per-worker fee, and Deel's pricing page prices contractors per contractor per month.

The 10-employee scenario uses the base fee plus ten times the per-person fee, on monthly billing.

Patriot Full Service comes to $87 a month, Square full service to $95, Zoho Standard to $99, Wave to $100, and OnPay and Homebase's add-on to $109 each. Zoho Standard billed yearly comes to $79 a month. For the paid Gusto plans, see Gusto pricing.

Mistakes to avoid
×Treating a free scheduling plan as payroll. Homebase's Basic plan covers scheduling and clock-in for up to 10 people, but pay runs need the paid add-on.
×Counting a trial as a free plan. Wave's trial runs 30 days and Zoho's 14, and once each one ends the bill starts.
×Buying Basic Payroll for tax filing. Patriot lists filing on Full Service only, so a team that needs filings pays $37 a month plus $5 per worker, not the $17 entry price.
×Planning the tenth hire without a paid quote. Payroll4Free lists no paid price, so the move off the free plan is unpriced until you ask.
Expert tips
→Get the paid price in writing before the first hire. Payroll4Free lists none, and OnPay shows two different base prices on one page.
→Confirm which filings the plan covers, federal, state, local and year-end W-2 forms, because the pricing pages do not all say. Hourly time tracking sits in the time clock guide.
→Model your real headcount. At 10 employees on monthly billing the cheapest filing-included plan here is $87 a month, and yearly billing on Zoho brings that down to $79.

The bottom line

For a team of 9 or fewer that needs only pay runs and direct deposit, Payroll4Free is the one free payroll plan on this list.

Get its paid price before the tenth hire, and confirm the tax filing scope before the first run.

For a team that needs filing from the first run, Patriot Full Service is the cheapest monthly option at 10 employees, and Zoho Standard is cheaper still on yearly billing.

Skip Homebase if you need pay runs, because its free plan stops at scheduling. Skip Deel for domestic employee payroll, which it prices per contractor and per PEO or EOR employee.

For the full-service platforms, read the best payroll software guide, the Gusto review or the Deel review.

Frequently asked questions

What is the best free payroll software in 2026?
Payroll4Free is the only payroll plan we checked with a free tier, for up to 9 employees paid each month. Its page lists direct deposit as free but does not say whether federal and state tax filings are included, so confirm that before the first run. Teams above 9 employees need a paid plan, and the cheapest monthly price with tax filing for 10 people here is Patriot Full Service.
Is there a free payroll plan that files taxes?
Not among the plans we checked with a clear free tier. Homebase's free plan has no payroll, and its payroll add-on files taxes automatically but costs a monthly base plus a per-employee fee. Wave and Patriot offer free trials, not free plans, and Wave needs billing active before it files.
How much does payroll software cost for 10 employees?
On monthly billing with tax filing, the range runs from Patriot Full Service at $87 a month to OnPay Payroll Essentials and Homebase's add-on at $109 each. Square full service comes to $95, Zoho Standard to $99 and Wave to $100. Zoho Standard drops to $79 a month on yearly billing. Payroll4Free charges nothing at 9 employees and publishes no price above that.
Can a free trial replace a free plan?
For a pay cycle or two, yes. Wave and Patriot trials last 30 days, Zoho's lasts 14 days with no card needed, and OnPay gives one month free. Once each one ends, the bill starts, so put the end date in your calendar before the first run.
Do I still need an accountant if payroll software files my taxes?
Payroll software files payroll taxes and year-end forms, but it does not review your overall tax position. Keep an accountant for that, and check which filings your plan covers, because the pricing pages do not all say.
