Best I-9 and E-Verify Software in 2026

Seven ways to complete, store and E-Verify Form I-9, with the cost per I-9 worked out at 40, 100 and 150 hires a year from vendor pricing pages read in October 2026.

TL;DR

For most small and mid-size employers, i9 Intelligence at $50 a month for up to 50 I-9s a year is the best I-9 and E-Verify software we found: E-Verify, remote Section 2, unlimited users and unlimited locations are all in the base price. At higher volume, Equifax I-9 HQ Business Standard is cheaper per form, at $12.95 a month plus $7.95 per I-9 completed in-house.

Hourly employers that want the casework done for them should look at WorkBright+ at $25 per I-9. Enterprises with audit exposure should talk to Tracker I-9 by Mitratech or First Advantage, which sell by quote. Rippling handles I-9 and E-Verify inside its HR platform, and E-Verify itself costs nothing if you are happy to key cases by hand.

Toolradar data: Toolradar's compliance software ranking evaluates 220 tools, and none of its top 10 has a free plan (October 2026). I-9 software is a narrow corner of that market, but it carries a sharp risk: every new hire needs a correct Form I-9, and an E-Verify employer must open a case no later than the third business day after the employee starts work for pay. Paper files and a shared login break down the first time an inspector asks for them.

This page compares seven options, from the free government service to managed I-9 programs. Methodology: we read each vendor's pricing and product pages on 17 October 2026, kept only figures those pages print, and built the cost per I-9 at 40, 100 and 150 hires a year ourselves. Tools are ordered by fit for a US employer that hires steadily and wants E-Verify built in, with price transparency as the tiebreaker. Nothing here comes from a hands-on trial.

1 i9 Intelligence logo
Top Pick

i9 Intelligence

A dedicated I-9 platform priced by annual I-9 volume, with E-Verify, unlimited users and unlimited locations in every plan.

Pricing
Starter $50/mo (up to 50 I-9s a year); Growth $95; Growth+ $135; E-Verify included

Best for: Small and mid-size employers that want E-Verify and remote Section 2 included at a printed monthly price

Pros

  • E-Verify integration, remote Section 2, compliance alerts and an audit trail come in all plans at no extra cost.
  • Unlimited users and locations mean a multi-site employer pays by I-9 volume, not by how many managers log in.
  • Month-to-month terms with no long-term contract, so a seasonal employer is not locked into a year.

Cons

  • Tiers follow your trailing 12-month I-9 count and adjust quarterly, so a hiring spike moves you up a tier.
  • An agent for remote Section 2 starts at $55 per request, and migrating old records starts at $3 each.
2 Equifax I-9 HQ logo

Equifax I-9 HQ

A low platform fee plus a per-form charge, from an E-Verify employer agent with a remote Section 2 network.

Pricing
Starter $8.50/mo, Standard $12.95/mo, plus $7.95 per I-9 completed in-house

Best for: Employers with steady hiring volume that want the lowest cost per I-9 from an E-Verify employer agent

Pros

  • Business Standard adds E-Verify integration and unlimited users, and annual billing cuts it to $10.36 a month.
  • I-9 Anywhere is in every plan, so remote hires can have Section 2 or Supplement B completed by Equifax's network.
  • I-9 HQ says it guards against more than 300 possible Form I-9 errors through guided workflows.

Cons

  • Business Starter has no native E-Verify integration and caps you at 3 users, so most E-Verify employers need Standard.
  • Outsourced completion costs $84.95 per form, so a mostly remote workforce pays far more than the headline fee.
3 WorkBright logo

WorkBright

Mobile-first I-9 and E-Verify software, plus a managed service that runs the casework for a flat fee per I-9.

Pricing
WorkBright+ managed service $25 per I-9; the self-service software is priced by quote

Best for: Hourly and seasonal employers that want E-Verify cases and TNCs handled for them, hire by hire

Pros

  • WorkBright+ handles E-Verify cases and Tentative Nonconfirmations end to end, which is where small HR teams lose the most time.
  • Reverification deadlines and Supplement B for rehires are tracked and completed as part of the managed fee.
  • Forms work on phones and tablets, which suits new hires who never sit at a desk.

Cons

  • The self-service software has no printed price, so you can only compare the managed tier directly.
  • A flat per-I-9 fee costs more than a subscription once you hire in volume, as the scenario below shows.
4 Tracker I-9 (Mitratech) logo

Tracker I-9 (Mitratech)

Enterprise I-9 compliance with automated E-Verify, a nationwide verification network and help during government inspections.

Pricing
No list price; Mitratech sells by demo and quote

Best for: Large employers with many sites that want audit support and a nationwide remote I-9 network

Pros

  • Smart E-Verify integration submits eligible records automatically and includes case management.
  • Mitratech says its network covers thousands of I-9 centers and mobile representatives across all 50 states.
  • Mitratech helps during inspections, from records preparation through communication with agents.

Cons

  • No price is published, so a smaller employer cannot benchmark it against i9 Intelligence or Equifax.
  • Its 20-year zero-fines record is a vendor claim, not an independent audit result.
5 First Advantage logo

First Advantage

Form I-9 and E-Verify alongside background checks, with a virtual document review option and a large verifier network.

Pricing
No list price; First Advantage quotes I-9 and E-Verify as part of its screening contracts

Best for: Employers already screening candidates with First Advantage who want I-9 in the same account

Pros

  • Section 2 can be done through its Virtual I-9 Document Review, a company representative, an agent the employee picks, or a verifier network of 420+ US locations.
  • E-Verify auto-submission and case management sit in the same dashboard as the I-9.
  • Workflows start from the dashboard, an ATS or HRIS, or an automated file feed.

Cons

  • Pricing is quote only and tends to come bundled with screening, which makes a standalone comparison hard.
  • A small employer with a handful of hires a year is not the customer this product is built for.
6 Rippling logo

Rippling

An HR and payroll platform with an E-Verify integration, so the I-9 is one step of the new-hire flow.

Pricing
Plans from $8 per employee per month plus a monthly base fee; custom quote

Best for: Companies that want I-9 and E-Verify inside onboarding and payroll rather than in a separate tool

Pros

  • The I-9 is one step of the same onboarding flow that feeds payroll, so there is no second system to reconcile.
  • Rippling's E-Verify integration supports the remote document inspection procedure for qualified E-Verify employers.
  • Starting from $8 per employee is cheap if you were going to buy an HRIS anyway.

Cons

  • You buy an HR platform to get the I-9 feature, which is expensive if I-9 is all you need.
  • The final price depends on the modules chosen, so the real figure arrives only with a quote.
7 E-Verify (direct) logo

E-Verify (direct)

The federal eligibility check itself, used directly through the government site with no software in between.

Pricing
Free; the federal service charges no fee to employers

Best for: Employers with a few hires a year who are comfortable keying cases from paper I-9s by hand

Pros

  • E-Verify describes itself as the only free, fast, online service of its kind.
  • Results arrive in as little as three to five seconds, according to the government site.
  • No vendor contract or data sharing with a third party, which some employers prefer.

Cons

  • It does not complete or store Form I-9, so you still need a compliant paper or electronic I-9 process.
  • Every case is keyed by hand from the I-9, which costs staff time and invites typing errors.

What it is

I-9 and E-Verify software is a system that collects Form I-9 electronically, guides the employer through Section 2 document review, submits the case to E-Verify and stores the record for inspection. It sits between the new hire's onboarding packet and the federal E-Verify service. E-Verify starts from a completed Form I-9, so the government system does not replace the form or keep it for you.

Three types of product sell this job. Dedicated I-9 platforms such as i9 Intelligence, Equifax I-9 HQ, WorkBright and Tracker I-9 do nothing else and do it in depth. Screening companies such as First Advantage bundle I-9 with background checks. HR suites such as Rippling put the I-9 inside onboarding. Our article on whether E-Verify is free covers the government side of the cost.

Why it matters

The value of I-9 software is in catching errors before they become fines. A paper I-9 can be signed with a missing date, the wrong document list or an expired work authorization nobody tracked, and those mistakes surface years later in an audit. Software that validates each field, flags reverification dates and keeps an audit trail turns that risk into a checklist.

Remote hiring changed the requirement too. Section 2 asks someone to examine the new hire's documents, which is awkward when the hire lives three states away. Every paid tool here offers a remote route: i9 Intelligence includes remote Section 2 in all plans, Equifax includes I-9 Anywhere, and First Advantage lists a verifier network of 420+ US locations. For the wider compliance stack, our HR compliance software guide covers handbooks, posters and filings.

Key features to look for

Native E-Verify submissionEssential
Cases created from the I-9 data without a second login. i9 Intelligence includes it in every plan, while Equifax I-9 HQ adds it on Business Standard, not Business Starter.
Remote Section 2Essential
A way to examine documents for hires who are not on site, through an authorized representative network or a live video procedure for qualified E-Verify employers.
Reverification tracking
Alerts before a work authorization expires, plus Supplement B for rehires. Equifax lists reverification tracking on Starter, and WorkBright+ tracks deadlines for you.
Error checks and audit trail
Field validation before the form is signed and a log of every change. WorkBright says it runs 150+ automated compliance checks, and Equifax lists audit trails on every plan.
HRIS and ATS integration
The I-9 should start from your hiring system so nobody re-keys names. Tracker I-9 connects by API and iFrame, and Equifax keeps HRIS and ATS integration for its Enterprise plan.

Pricing

Prices were checked on 17 October 2026 on i9 Intelligence pricing, Equifax I-9 HQ plans, WorkBright pricing and Rippling pricing. Mitratech and First Advantage publish no price, and E-Verify is free.

Our cost per I-9 scenario, for an employer that completes every I-9 in-house and needs E-Verify. At 40 hires a year, i9 Intelligence Starter costs $600 a year, or $15 per I-9. Equifax Business Standard on annual billing costs $124.32 plus 40 forms at $7.95, so $442.32, or about $11.06 per I-9. WorkBright+ costs $1,000 for the same 40 hires, though it also runs the E-Verify casework.

At 100 hires, i9 Intelligence Growth comes to $1,140 a year ($11.40 per I-9) and Equifax to $919.32 ($9.19). At 150 hires, Growth+ costs $1,620 ($10.80 per I-9) and Equifax $1,316.82 (about $8.78). Equifax wins on price at every volume we modeled, but i9 Intelligence includes remote Section 2 in the fee, while Equifax charges $84.95 per outsourced form. If a quarter of your hires are remote, that line decides it.

Who it's for

i9 Intelligence suits a business hiring up to 150 people a year that wants every feature, remote Section 2 included, at one predictable monthly price. Equifax I-9 HQ suits an employer that completes Section 2 in person and wants the lowest cost per form. WorkBright suits restaurants, staffing firms and seasonal employers that would rather pay per hire and hand off the E-Verify casework.

Tracker I-9 and First Advantage suit large, multi-site employers with audit exposure, and First Advantage makes the most sense if it already runs your screening; our background check services list covers that side. Rippling suits a company choosing an HRIS anyway, as our Rippling review explains. Direct E-Verify suits a very small employer with a few hires a year and the patience to key each case.

Mistakes to avoid
×Buying the cheapest Equifax plan and assuming it includes E-Verify. Business Starter does not integrate E-Verify natively, so an E-Verify employer needs Business Standard or a manual second step.
×Pricing the subscription and ignoring the remote hires. Equifax's outsourced completion fee is more than ten times its in-house fee, so count how many hires will not walk into an office.
×Treating E-Verify as a replacement for Form I-9. The government service starts from a completed I-9, so a free E-Verify account still leaves you storing and retaining every form yourself.
Expert tips
→Count last year's I-9s before you shop. i9 Intelligence tiers are based on your trailing 12-month count, and Equifax charges per form, so that one number settles most of the comparison.
→Ask how each vendor handles Supplement B and reverification. Expiring work authorizations are where audits find errors, and WorkBright+ includes the tracking in its fee.
→If you run an HRIS already, check its I-9 module first. Rippling or your payroll provider may already cover the I-9, and our <a href="/reviews/best-hris-for-small-business">HRIS for small business</a> guide compares them.

The bottom line

Pick i9 Intelligence if you want E-Verify and remote Section 2 included at a printed monthly price. Pick Equifax I-9 HQ Business Standard if you complete Section 2 in person and want the lowest cost per form. Pick WorkBright+ if you would rather pay per hire and hand off TNCs. Large employers should get quotes from Mitratech and First Advantage before deciding.

Before signing, count last year's I-9s and how many of them were remote: those two numbers decide which pricing model is cheapest. For related reading, see best HR software, payroll software, free onboarding software and our background check cost guide.

Frequently asked questions

What is the best I-9 and E-Verify software in 2026?

For most small and mid-size employers it is i9 Intelligence, whose entry Starter plan covers up to 50 I-9s a year with E-Verify, remote Section 2 and unlimited users included in the monthly fee. Equifax I-9 HQ Business Standard is cheaper per form at higher volume, and WorkBright+ suits employers that want the casework handled for them.

How much does I-9 software cost?

On vendor pages read on 17 October 2026, Equifax I-9 HQ starts at $8.50 a month plus $7.95 per I-9, i9 Intelligence starts at $50 a month, and WorkBright+ charges $25 per I-9 as a managed service. In our scenario of 40 hires a year, the cost runs from about $11 per I-9 on Equifax to $15 on i9 Intelligence, and more on a managed service that also runs the casework.

Is E-Verify free to use?

Yes. E-Verify calls itself the only free, fast, online service of its kind, and the government charges employers nothing per case. You still need a completed Form I-9 first, which is where paid software earns its fee by collecting, checking and storing the form.

Can I complete Form I-9 remotely?

Yes, in two ways. Qualified E-Verify employers can examine documents over live video, and any employer can use an authorized representative. i9 Intelligence includes remote Section 2 in all plans, Equifax includes I-9 Anywhere, and First Advantage lists 420+ verifier locations.

Do I need separate I-9 software if my HRIS handles onboarding?

Not always. Rippling includes I-9 in onboarding and integrates E-Verify, so a Rippling customer may not need another tool. Dedicated platforms earn their place when you hire in volume, run many sites or face audits, because they add error checks, reverification tracking and inspection support.

When must an E-Verify case be created?

No later than the third business day after the employee starts work for pay, according to E-Verify's own guidance. Software that submits the case automatically when the I-9 is complete is the simplest way to meet that deadline across many sites.
