Cheaper Rippling Alternatives (2026): 25 Employees Compared
For 25 employees, Rippling's published starting rates come to at least $4,800 a year. Paycor Essential lists at $3,588 a year, and OnPay's full stack at $3,840.

For 25 employees in one state, billed annually, Rippling's own starting rates work out to a floor of $4,800 a year for HRIS plus payroll. The lowest-priced option we could verify with time off and onboarding included is Paycor's Essential plan at $3,588 a year, or $1,212 less. The gap widens as headcount grows, because Rippling's floor is $16 per employee per month, while Paycor's per-employee rate is under half of that, on top of a base fee.
Rippling makes this comparison hard. Its pricing page offers only a quote, but its June 2026 payroll article prints starting rates, and those are enough to build a like-for-like floor. Toolradar data: Toolradar tracks 33 HRIS tools as of October 10, 2026, and this page prices the cheaper ones on one 25-person scenario.
The 25-employee table
Every figure is the list rate times 12 months for 25 employees in one state. The figures exclude setup fees, tax, add-ons not named here and promotions. Rows are sorted by yearly cost.
| Tool | What the list price covers | Per month | Per year | Saving vs Rippling floor |
|---|---|---|---|---|
| Paycor Basic | Payroll and basic HR, with no PTO tracking and no onboarding | $224 | $2,688 | $2,112 |
| Paycor Essential | Payroll, PTO tracking, new-hire onboarding and HR support | $299 | $3,588 | $1,212 |
| OnPay Payroll, HR and time tracking | Payroll plus the HR add-on and the time tracking add-on | $320 | $3,840 | $960 |
| Rippling floor | Core HRIS plus domestic payroll, billed annually for payroll | $400 | $4,800 | n/a |
What 25 people cost, with the arithmetic shown once
Rippling starts at $8 per employee per month for core HRIS and $8 per employee per month for domestic payroll billed annually. For 25 people that is $200 a month for each, or $400 a month together. Paycor Essential is $149 plus $6 per employee, so $149 + $6 x 25 = $299 a month. OnPay's Payroll Essentials ($49 plus $6 per worker) plus its HR and time tracking add-on ($21 plus $4 per worker) comes to $199 + $121 = $320 a month. Paycor Basic is $99 plus $5 per employee, so $99 + $5 x 25 = $224 a month.
Neither Paycor nor OnPay prints an annual rate, so their figures are the monthly list price times 12. If either one discounts annual billing, its figure falls and the saving grows.
Rippling's starting rates are a floor, not a quote
Neither Rippling page prints a base fee, although the pricing page says some products may carry a monthly one, so the real bill can sit above the floor. Rippling's platform also reaches IT. Its pricing page lists Identity & Access, Device Management and Inventory Management beside payroll and HR, and none of the cheaper tools in the table is priced for that layer. The saving buys payroll, HR and time off, not the laptop and app-access side of the stack.
Paycor Essential is the lowest-priced option here with time off and onboarding
Paycor Essential comes to $299 a month for 25 people, a $149 base plus the per-employee rate in the arithmetic above. For that, the page lists payroll with tax filing, a Time Off Manager for PTO tracking and time-off requests, new-hire onboarding, E-Verify, and an HR support center with templates, checklists and handbook templates. For what E-Verify itself costs and which routes are free, read Is E-Verify free in 2026?.
Its fees need a call before you sign. The Essential card lists a $59 setup fee and also says "Fee Waived", and a banner advertises one month of free payroll with no setup fees. The page also runs a "Limited Time Offer" of 50% off for six months, subject to restrictions. None of those promotions is in the $3,588 figure. The page prints no billing term, so ask whether that price is billed monthly or annually.
OnPay: multi-state from day one, HR and time as add-ons
OnPay's Payroll Essentials is $49 a month plus $6 per worker. Every plan includes payroll for workers in as many states as needed, so a remote hire in a second state does not add a line. HR is a separate add-on at $15 plus $2 per worker, and it covers hiring and onboarding. HR plus time tracking is $21 plus $4 per worker, which is the stack that matches Rippling's time and attendance. At 25 people the full stack comes to $320 a month, or $3,840 a year. Drop time tracking and the HR add-on alone is $264 a month, or $3,168 a year, but then the bill has no clock on it.
OnPay also prints a bundled HR price of $71 plus $1 per worker, with its savings amount left blank. The page does not say what that bundle contains, so this page does not use it.
Paycor Basic is cheapest on paper, but it drops PTO and onboarding
Paycor Basic is $99 plus $5 per employee, or $224 a month for 25 people. It keeps payroll and basic HR tools such as document storage, team management and a company directory. Its time-off tools stop at requests and shift views in the mobile app, and it has no PTO tracking and no onboarding. Its $2,112 saving is the largest in the table and the least like-for-like. A team that needs PTO balances or a new-hire checklist should price Essential against Rippling.
Two products that do not beat Rippling on price
BambooHR is a flat $250 a month for Core at 25 or fewer employees, or $3,000 a year. Core covers HR data, hiring and onboarding, and time-off and benefits tracking. Payroll is a US-only add-on that the page does not price. Rippling's core HRIS floor alone is $2,400 a year, so BambooHR runs $600 more before any payroll. Above 25 people, Core moves to a $10 per-employee rate, so one more hire takes it to about $260 a month. The BambooHR review covers the product in depth.
Deel's US PEO is $125 per US PEO employee per month, or $3,125 a month for 25 people, which is $37,500 a year. A PEO is co-employment with benefits and payroll included, a different purchase from an HRIS. At that price it costs nearly eight times Rippling's floor. Deel's pricing page does not list an HR Core price, so no Deel HRIS figure appears here. The Deel review covers the company.
Where the ranking flips
On these list rates, the order changes with headcount:
- Paycor Basic undercuts the Rippling floor from 10 employees, and the two tie at 9.
- OnPay's full stack undercuts it from 12 employees.
- Paycor Essential undercuts it from 15 employees.
- Paycor Essential overtakes the OnPay stack at 20 employees, so OnPay is cheaper below that.
Who should switch, and who should stay
- Paycor Essential fits a team that needs payroll, PTO and onboarding on one bill, has no separate IT stack to replace, and expects 15 or more people. Confirm the setup fee and the billing term first.
- OnPay's full stack fits a team that wants payroll with time tracking on one bill and stays under 20 people, where it undercuts Paycor Essential. At 20 or more, Paycor Essential is the cheaper of the two.
- Rippling stays the better buy when IT ships laptops and app access from the same employee record, or when more modules are planned. Its floor only rises from there.

FAQ
What is the cheapest Rippling alternative for 25 employees?
Among the vendors ranked on this page, Paycor Essential is the lowest-priced option that includes payroll, PTO tracking and onboarding: $299 a month, or $3,588 a year at list price. Paycor Basic costs less at $2,688 a year, but it drops PTO tracking and onboarding. Rippling's published starting rates come to at least $4,800 a year for the same headcount.
How much does Rippling cost for 25 employees?
Rippling's pricing page asks for a quote. Its June 17, 2026 payroll article prints $8 per employee per month for core HRIS and $8 per employee per month for domestic payroll billed annually. On those figures, 25 people pay at least $4,800 a year before any platform base fee or added module.
Is there a free Rippling alternative?
Not for a 25-person payroll run on the pages ranked here. Paycor advertises a first month of free payroll for new customers, and its list rate applies after that. OnPay, BambooHR and Deel all charge from the first employee on their pricing pages. Free plans for HR tools without payroll are outside this comparison.
Does BambooHR cost less than Rippling?
Not on HRIS alone at 25 people. BambooHR Core is a flat $250 a month for 25 or fewer employees, or $3,000 a year, against Rippling's core HRIS starting rate of $2,400 a year for the same headcount. BambooHR's payroll add-on has no printed price, so the full payroll bill cannot be priced from its page.
At what headcount does a cheaper alternative beat Rippling?
On the list rates in this table, Paycor Basic undercuts Rippling's starting-rate floor from 10 employees, OnPay's payroll, HR and time stack from 12, and Paycor Essential from 15. Below those headcounts, the cheaper plans' monthly base fees outweigh their lower per-employee rates, so Rippling's floor is the cheaper bill.
How we priced this
The Rippling figures come from its pricing page and its payroll article, updated June 17, 2026. The other prices come from the vendor pricing pages of Paycor, OnPay, BambooHR and Deel, read on October 10, 2026. Each yearly figure is the list rate times 12 for 25 employees in one state. It excludes tax, setup fees, promotions, add-ons not named in the table and any Rippling base fee. Factorial is left out because its starting price is printed without a currency. The Toolradar count comes from its HRIS ranking, Toolradar also keeps profile pages for Rippling, Paycor and OnPay.
