Core is the employee file for one legal entity: profiles, workflows, time tracking, absence, and preliminary payroll. E-sign workflows on Core cover 8% of employees, so a company that contracts most of the staff outgrows Core before it buys an app. Core Pro, recruiting, performance, compensation, and surveys sit outside that base, and the setup fee has no printed amount, so a Core-only quote understates year one.

Open BambooHR when finance needs a dollar this week, because that page prints a US ladder before a call. Open HiBob or Rippling when a second quote is acceptable. The mid-market HRIS guide is the wider shortlist if several files are still in play.

Personio is the HR file a people lead opens when the company sits in Europe, or when a US parent has a European entity and the spreadsheet has run out. That suits a buyer who can wait for a written order. A US team that needs a number in the board pack this week should start somewhere else.

The first step is a demo, not a checkout, which means finance cannot approve this from a public card this afternoon. Put it on a shortlist only when that sales cycle is acceptable.

This review is for HR and people ops leaders pricing Personio against BambooHR, HiBob, Rippling, Factorial, and Deel. The question is which page prints a number you can defend, and which gaps on Core force Core Pro or an app onto the same order.

How we compared: a US dollar on the page, or the absence of one, then what Core includes before Core Pro and the apps.

What is Personio?

Personio is cloud HR software founded in Munich in August 2015, and the about page says it now serves 16,000 small and mid-sized businesses. You are not the pilot customer, and the page still will not show a dollar.

A New York office opened in September 2023, which is the US sales footprint, but the English pricing page still speaks in euros. A US buyer should expect a European quote, then a currency line on the order.

The FAQ says the product fits companies with 10 to 10,000 employees, split into growth under 200, mid-market from 200 to 1,000, and enterprise or multi-entity from 1,000 up. A second legal entity is already outside the base plan, not a toggle you turn on later.

Core is the foundation for one legal entity: profiles, limited documents and e-signatures, analytics, workflows, time tracking, and preliminary payroll. That set is enough when one European company wants the record and the absence calendar.

Core Pro, marked most popular, removes those limits with position management, unlimited documents and e-signatures, unlimited legal entities, API access, unlimited access and permissions, and workforce planning. If a second company or an identity project is already in the room, price Core Pro on the first call.

Apps beside those plans carry no printed rate, including recruiting, surveys, performance, compensation, whistleblowing, employer of record, premium support, and Xero. A quote that names only Core misses the year-one scope.

Preliminary payroll sits inside Core, while Personio Payroll, Xero, and Sage 50 are separate paths, so full pay is a second product rather than a checkbox on the file.

How Personio works

You do not start from a checkout, because both plan cards say book a demo and the quote depends on headcount and which apps you add. Every active user counts as a license, not only the HR admins, so employee self-service bills the whole workforce.

The yearly subscription runs at least 12 months, so the first month is not a trial you cancel when the file disappoints.

Paying that year upfront takes 10% off software services, on the software line rather than the setup fee or a job board. The one-time setup fee depends on company size, and the page publishes no amount, so ask for it before you compare that line with a public US card. Paid job boards are a separate charge and will not appear in a Core-only total.

Core gets narrow on the comparison table, and those gaps push an IT-led rollout onto Core Pro. Legal entities stop at one, so a subsidiary already forces the higher plan. E-sign covers only a slice of the workforce, which rules Core out when most people receive a contract.

Position management, workforce planning, and geofencing are off Core, and Google single sign-on plus role-based access are on both plans, so a Google shop can stay on Core if identity stops there. OAuth, Okta, Microsoft Entra ID, and custom integrations are off Core, which is why an IT standard usually buys the higher plan.

Both plans list 600 work schedules and unlimited absence, and the schedule cap does not rise on Core Pro, so a complex shift pattern is not fixed by upgrading. Reporting is standard templates on Core and an advanced report builder on Core Pro, which is the split when finance wants a custom extract.

The FAQ says there are no other monthly costs on top of the basic fee once the package is set. That line skips the setup fee, a paid job board, and any app left off the order. Ask for the plan, each app, and the setup fee on one page before you compare it with a public US card.

Licenses, term, and setup
Every active user of the software counts as a license, so employee self-service bills the whole workforce, not only HR admins. The setup fee is one-time and scaled to company size, with no amount on the page. Nonprofit discounts apply to the term, and the page does not print the percent.

Personio pricing

Personio's English pricing page, checked 24 September 2026, does not publish a US dollar list price. It shows one euro starting rate per employee per month, both plans say book a demo, and Core Pro has no separate printed price. We do not convert that euro rate into dollars, because a converted guess is not an invoice finance can approve.

A US budget cannot finish from the site alone. The order has to name the plan, each app, the upfront software discount, and the setup fee.

BambooHR's US pricing page is the ladder a board can read before the call. For more than 25 employees, Core is $10 USD per employee per month, Pro is $17, and Elite is $25. At that headcount or fewer, HR software starts at a $250 monthly flat rate, so a 10-person company pays that floor rather than ten times the Core rate.

Our arithmetic, not a BambooHR invoice: 50 people on Core is $500 a month, on Pro $850, and on Elite $1,250, before the volume discount the FAQ says is applied automatically as headcount grows. Payroll, benefits, and time tracking are separate products, and that FAQ prints no rate for them. Month-to-month is available, which Personio's annual minimum is not.

HiBob's pricing page is a three-step form with bands of 1 to 49, 50 to 199, 200 to 999, and 1,000 or more, plus modules such as performance, payroll, hiring, and compensation. It prints no dollar and offers a demo rather than a trial, so you cannot line up two quotes from the site.

Rippling's pricing page asks which services you need and says it will send a quote. Bands run from 1 to 10 through 1,001 or more, and no dollar appears, so it cannot break a tie with BambooHR when the meeting is tomorrow. Use it when IT and finance belong on the same request.

Factorial's pricing page prints $8 per user per month, then a tailored plan. The page does not label that figure as USD, so do not treat it as a US invoice until currency is confirmed. Hubs past that start publish no hub rate, which means the printed start is a floor rather than the suite.

Deel's pricing page prints dollar amounts and shows no euro prices: talent sourcing at $14 per worker per month, contractors at $49 per contractor per month, contractor of record at $325, US PEO at $125 per employee per month, and employer of record at $599 per employee per month. Those rates buy employment or sourcing, not a European HR file.

Who Personio is for

Personio fits a European employer from about 10 people up to the 10,000 the FAQ names, when one legal entity can live on Core and the team will wait for a written order. Open it when the file has to follow local contracts, and skip it when the board needs a dollar before the meeting.

Buy Core Pro when a second entity, the API, Okta or Entra, or e-sign for most of the workforce is already real. Add recruiting, performance, or compensation only after those apps share the order with the base, or the line you approved will not be the line you pay. Sign when you are replacing the file, not when you want a month of PTO as a test.

Send the board to BambooHR when it wants Core, Pro, and Elite on a page before the meeting. Choose Rippling when laptops, apps, and pay have to move with the hire, because that form quotes the stack and Personio does not sell the laptop.

Choose Deel when you need to employ someone in a country where you have no entity, because that job is employer of record and Personio Core will not do it. A same-day checkout, or a US-only payroll login, is a different product from this quote.

Factorial prints a per-user start that is not labeled in US dollars. Deel prints employment rates for people you do not employ through your own entity.
